Description

The Council’s current managed WAN services are provided by emPSN/KCom through a contract which expires on 31st July 2018. The Council’s Internet connection and Public Services Network (PSN) connection are provided as part of the same contract and are also in scope of this consultancy. Please note that LAN services are excluded from the scope of this consultancy.

The Council wishes to engage a suitably qualified and experienced consultancy firm to advise on the approach it should take to procurement of its corporate WAN provision. The Council is operating in a rapidly-changing environment where flexibility, agility and cost reduction are key. Innovations in front-line service delivery are increasingly dependent on resilient, performant network connectivity so maintaining adequate service levels will be essential. The Council does not envisage insourcing WAN services unless this can be shown to be economically advantageous. It does however wish to explore alternative models for delivery of the managed service including cloud-based provision.

Consultants will therefore be expected to gain an understanding of the Council’s future business requirements for WAN connectivity through interviews with a small number of key service representatives. Alongside this careful consideration will need to be given to the efficacy of existing provision and where service level improvements can cost-effectively be made. Flexibility to respond to changing business needs, and an ability to adopt new Wide Area Networking technologies as they develop, will be critically important, as is the clear need to generate revenue savings.

The main deliverable from this work will be a strategic plan for replacement and development of the Council’s WAN (and associated services i.e. Internet, Central Government connectivity (PSN), and links to trusted partners), which sets out a recommended approach for the procurement of the above services to be delivered from 1st August 2018. This plan should include procurement options and a recommended procurement approach which complies with both legislative and local procurement requirements, and a budgetary estimate of the capital and revenue costs associated with the proposed approach.

In addition, the following deliverables are required:
• Approaches considered for LCC with pros and cons, in addition to the recommended approach.
• A review of your knowledge or experience of similar approaches adopted elsewhere including
o Lessons learned
o Major risk factorsThe successful consultant will be provided with documentation relating to the current network and appropriate contractual information. There will be priority access to technical staff with knowledge and experience of the existing WAN service and the Council’s ICT infrastructure. Interviews with business users will be arranged such that overall they take up no more than two working days of the engagement and interviews with I&T management no more than one.

The consultant will be required to present the draft strategic review report to a panel of senior I&T management and, if considered appropriate, a high-level presentation of the final report to senior business representatives.

The consultancy support may be extended to provide targeted support during implementation of recommendations, and consultants should indicate the day rate applicable in that eventuality.
