Successful bidders to provide communal cleaning and window cleaning service for the East and North regions and a window cleaning service for the London region. Services required include:
— Cleaning of general needs and Homes for older people schemes (HOPS) — communal areas, stairwells, chutes, bin stores, external areas and lights;
— Cleaning of pathways and parking areas — including litter picking on adjacent grassed areas;
— Cleaning of communal out buildings (outbuildings to be defined in the property listings);
— Cleaning of communal corridors and landings, lifts, stair lifts, stairs and stairwells;
— Inspection of waste chutes and clearing of blockages;
— Cleaning of external bin store doors;
— Removal of minor graffiti, wall stains, scuff marks and chewing gum;
— Remove and dispose of any excess litter;
— External and internal communal window cleaning of communal areas;
— Emergencies (Emergencies to be defined in the specification);
— Cleaning of local offices.

The contracting authority will incorporate a minimum 10 calendar day standstill period at the point that information on the award of the contract is communicated to tenderers. The Public Contract Regulations 2006 (SE 2006 No 5) (as Amended) provide for aggrieved parties who have been harmed or are at risk of harm by breach of the 2006 Regulations to take action in the High Court (England, Wales and Northern Ireland). Any such action must be started within 30 days beginning with the date when the aggrieved party first knew or ought to have known that grounds for starting the proceedings had arisen.
