YCH requires a single supplier for the provision of PVCu windows and composite doors on a delivered or collected basis. To minimise operative downtime when making collections, YCH requires windows and doors to be available for collection/delivery in the Scarborough area.

Windows and doors must be supplied that meet, or exceed the provided YCH specification.

This tender process comprises of a single lot, with a single economic operator to be awarded the proposed Agreement.

YCH requires a single supplier for the provision of PVCu windows and composite doors on a delivered or collected basis. To minimise operative downtime when making collections, YCH requires windows and doors to be available for collection/delivery in the Scarborough area.

Windows and doors must be supplied that meet, or exceed the provided specification (Appendix C). Where brands are stated equivalents are acceptable, however in all circumstances YCH may request additional information to confirm equivalence. YCH reserves the right to disregard submissions with products it deems to be non-equivalent to the specification.

As stated the Agreement may be extended for an additional 12 months at the discretion of YCH. This is likely to be dependent on how YCH’s merger with Coast and Country Housing Ltd is progressing.

The estimated value range of purchases through the proposed Agreement during the initial 12 month period is between GBP 200 000 and GBP 300 000 excluding VAT. Any estimate of expenditure is for information purposes only. Therefore, please note that there will be no form of exclusivity or volume that is guaranteed under the resultant Agreement. YCH will be entitled to enter into other contracts and arrangements with other suppliers for the provision of any, or all, of the requirements which are the same as, or similar to those specified under the established Agreement.

YCH will incorporate a minimum 10 calendar day standstill period at the point information on the award of the Contract is communicated to tenderers. This period allows unsuccessful tenderers to challenge the decision to award the Contract before it is executed/ signed.

The Public Contracts Regulations 2015 (‘Regulations’) provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly and within the time limits as defined in the above regulations. Where an agreement has not been entered into the court may order the setting aside of the award decision or order the contracting authority to amend any document and may award damages. If the Contract has been entered into the court has the options to award damages and/or to shorten or order the FContract ineffective.
