Winter Maintenance Assistance Framework

Description of the goods or services required

The Council require to set up a Winter Maintenance Framework Agreement for the provision of Contractors Assistance within the Ayrshire Roads Alliance area (East Ayrshire and South Ayrshire). The Framework will consist of 4 Lots, two for Assistance for Gritting and Snow Clearing Operations on Roads & Footways and two for the Supply of Winter Treatment Services on Priority Footways/Properties.

The term of the Framework will be for 1 year with 2 one year extension options, at the sole discretion of the Council.

Lots 1 and 3 – These lots will consist of several contractors/farmers who would be available to assist with Winter Maintenance on a required call off basis, and be available to provide the service at short notice, 24 hours a day.

Lots 2 and 4 – These Lots will consist of a single contractor, who shall provide a winter footway treatment service using liquid de-icer products on designated priority footways located within the Kilmarnock and Ayr Town Centres.

Total quantity or scope of tender

Services from the Framework will be called off on an as required basis and is dependent on the capacity of the Ayrshire Roads Alliance and the severity of the weather. The level of the service required is therefore unknown and not guaranteed.

Additional Information

All tenderers expressing an interest will be invited to tender. Expressions of Interest must be made via the Public Contracts Scotland website – this will be conducted as an eTender, therefore tender documents must be downloaded,completed and uploaded again via the Public Contracts Scotland website. Expressions of Interest and downloading of documents must be completed by 20 October 2015 and completed Tenders must be uploaded by 22 October 2015.

All queries during the tender period should be submitted using the Public Contracts Scotland Question & Answer facility. Tenderers should allow sufficient time to upload their completed tender document to allow for any technical difficulties – if there is a problem tenderers should contact the Public Contracts Scotland helpdesk immediately, and in any event before the 12 noon deadline.
