- Halton Borough Council is looking for a provider to deliver our Young Leader Project.
The service will work with around 30 young people aged ages 10 years to 19 years or up to 25 years with additional needs.
The aim of the programme is to enhance and develop the leadership skills, using innovative training techniques which will develop skills that produce confident influencers and community stabilisers in Halton.
The programme aims to provide a mechanism by which a cohort of young people can use their social networks to become gateways into our local community. The programme shall enable the young people to calm volatile situations and rises in community tension as well as bringing debates out into open forums to allow effective challenge and counter narratives to be given. Halton seeks to appoint a Provider who shall ensure the participants are supported in developing an in depth understanding of local policy in the areas of community cohesion and civic responsibility
PLEASE NOTE: This Advanced Request for Quotation will be assessed on 30% Price and 70% Quality Questions.
This contract will run from 1st April 2013 until 31st March 2014
Deadline for Questions: Thursday 31st January 2013 at 2:00pm
Deadline for submission is: Friday 1st February 2013 at 2:00pm
The Council reserves the right not to accept the lowest, or any submission.
Halton Borough Council may abort the Request for Quotation (RFQ) at any time, is not bound to accept any quotation and will not be liable under any circumstances whatsoever for the costs suppliers incur in preparing the quotation.
All questions relating to this quotation must be submitted via The Chest’s Question & Answer facility. Please refer to previously asked questions before asking a question as duplicate questions will not be answered.
Both questions and answers will either be made public on The Chest or responded to directly to the originator depending on the content.
Halton Borough Council will provide all bidders with their final ranked position only after the evaluation process is complete upon request via The Chests Question & Answer facility.
Decisions are usually made 2 weeks following the closing date of the RFQ.
The Councils standard terms and conditions relating to orders and payment are available on the chest and acceptance of them is a requirement for trading with the Council. Additionally there may be further terms and conditions relating to the purchase of individual goods and services contained in the draft Contract enclosed as part of the RFQ. Suppliers are advised to fully consider these before submitting a quotation.
All quotations must be submitted via The Chest – Due North www.the-chest.org.uk together with any supporting documents, if you do not comply with these instructions your quotation will not be considered.
It is your responsibility to ensure that the completed submission is uploaded successfully on The Chest by the deadline specified.
You must ensure that you submit all your documentation on time. You need to bear in mind that fluctuations in connectivity or the uploading of larger documents can mean that the process takes longer than you may have anticipated. Any questionnaires submitted or submitted incomplete by the stated deadline time and date will be discarded. It is the responsibility of the bidder to meet the deadline.
