The services to be procured are a coordinated network of Care Quality Commission (CQC) registered sexual and reproductive health clinics and a number of broader support services for young people (up to 25 years of age, but mainly focused on under 21s).

The services to be procured are a coordinated network of Care Quality Commission (CQC) registered sexual and reproductive health clinics and a number of broader support services for young people (up to 25 years of age, but mainly focused on under 21s). The network will comprise of three young people’s sexual and reproductive health clinics, clinical outreach, targeted youth outreach, in-reach to education facilities, chlamydia screening and a condom distribution scheme.

 

Organisations will be required to secure premises and source all equipment necessary for service provision.  The councils are able to offer a building for Lot 1 (southern border); details will be provided at Tender stage.

 

Providers will be responsible for the provision, storing and monitoring of their laboratory and pharmacy supplies.

 

The service model comprises of four (4) Lots:

Outcomes for all services are defined within the service specification.

 

Lot 1 – *Core Offer + **Specialism (Targeted and Vulnerable Groups Sexual Health and Relationships Support Service

 

This Specialism requires the delivery of targeted sexual health, contraception, relationships educational outreach programme and support across Camden and Islington.  Services will be provided working closely with key agencies/departments involved with vulnerable groups of young people.  The service will also facilitate a peer education programme across both boroughs involving targeted young people in health promotion and education.

 

Lot 2   Core Offer + **Specialism (C-Card Coordination and Workforce development)

 

This Specialism requires facilitation of the C-Card Scheme across Camden and Islington in a number of community venues. Duties will include training, quality assuring services providing the C-Card scheme and representation of Camden and Islington at Pan London C-Card operational meetings.  In addition the Specialism requires the provider to plan, deliver and review, a full programme of young people’s sexual health, contraception and relationships training for staff working in Camden and Islington with children and young people.

 

Lot 3 Core Offer + **Specialism (Clinical Outreach Service)

 

This Specialism requires the provision of satellite contraceptive and sexual health services in universal settings and clinical outreach to vulnerable young people in youth services and other non-clinical settings. Whilst clinics can be accessed by all young people using the host service the service will also undertake targeted work with high risk young people to promote services and encourage screening and contraceptive uptake.

 

Lot 4 – Network Coordination

 

The service will coordinate Camden & Islington’s Young People’s Sexual Health Network. It is required to work across both boroughs in partnership with other network services to support the achievement of all overarching outcomes of the network. This role will also be tasked with simplifying and streamlining the outward face of the services for service users, including an integrated registration mechanism and ensuring that the network approach benefits the response to clients at risk.

 

Contract period

The contract period for each individual Lot will be will be for three (3) years (36 months, from estimated start date 01/04/2015 with option to extend up to a further two (2) plus two (2) years (48 months).

 

Contract value

The total value for all the lots is estimated over the maximum seven years at £11,620,000. The values below are maximum fixed budgets for these services. Any bids over this amount will be disqualified.

 

Lot 1 – *Core Offer + **Specialism (Targeted and Vulnerable Groups Sexual Health and Relationships Support Service

 

The esimated total value of this contract is £3,850,000 over the maximum 7 years (84 months) term of the contract. This is based on £550,000 per annum. There will be a 5% performance related payment to be retained for shared outcomes across the network.

 

Lot 2   Core Offer + **Specialism (C-Card Coordination and Workforce development)

 

The estimated total value of this contract is £2,520,000 over the maximum 7 years (84 months) term of the contract. This is based on £360,000 per annum. There will be a 5% performance related payment to be retained for shared outcomes across the network.

 

Lot 3 Core Offer + **Specialism (Clinical Outreach Service)

 

The estimated total value of this contract is £4,200,000 over the maximum 7 years (84 months) term of the contract. This is based on £600,000 per annum. There will be a 5% performance related payment to be retained for shared outcomes across the network.

 

Lot 4 – Network Coordination

 

The estimated total value of this contract is £1,050,000 over the maximum 7 years (84 months) term of the contract. This is based on £150,000 per annum. There will be a 5% performance related payment to be retained for shared outcomes across the network.
