NHS England North (Lancashire) are looking to commission a Provider to deliver a Zero Tolerance Scheme, a GP service for people who currently have a restriction on using mainstream GP services.
The purpose of the scheme is to ensure that patients who have presented in a GP Practice with challenging and sometimes violent behaviour can receive high quality medical provision within a secure environment, which will be accessible to patients on the scheme across the 5 Local Development Plan areas of Lancashire. The footprint may be extended at a later date to reflect a boundary change that will include South Cumbria. The Scheme will be delivered via an APMS contract.
The procurement is being facilitated by NECS (North England Commissioning Support).
NECS will be utilising an electronic tendering tool to manage this procurement and communicate with potential providers. Please see ‘Additional Information’ for details on how to register and key dates.

VI.4.3)Review procedure
The Contracting Authorities will act in accordance with Part 3 Chapter 5 Regulation 85 to 87 and Regulation 95 of the Public Contract Regulations 2015 (SI 2015 No:102) (PCR 2015). Part 3 of the PCR 2015 provides for appeals to be made to the High Court subject to the time limitations and other required procedural steps. The rules relating to appeal are complex and a dissatisfied tenderer is advised to take their own prompt legal advice.
