Section II: Object of the contract
Main site or location of works, place of delivery or of performance: England and Wales – Hanover’s East, London & Thames regions as further detailed in the Pre Qualification Questionnaire.
Hanover is tendering a five year contract (with 2 by 12 months optional extensions) to appoint a single suitably experienced works contractor to perform interior and exterior decorating works in the East, and the London and Thames Regions of England (as further described in the PQQ). It is Hanover’s preferred option to award the whole of the Cyclical Redecoration Programme in the East, London & Thames Regions to a single provider, however this will be subject to the PQQ responses from the market.
Hanover has been building and managing housing for older people since 1963. A pioneering not for profit organisation, Hanover is now providing a variety of tenure options aimed at widening the choice for older people on a national basis. Hanover manages over 19 000 properties across England and is currently in the middle of the largest build programme of Extra Care housing in the UK. Hanover’s retirement housing typically includes 24-hour cover via a community alarm system, the professional support of Estate Managers during working hours and a variety of communal facilities which may include a lounge, guest room, mobility scooter store and garden. Our estates generally have between 25 and 50 flats and /or bungalows, specially designed to suit the needs of older people. Section III: Legal, economic, financial and technical information
Description of particular conditions: Under this contract the service provider and its supply chain will be required to actively participate in the achievement of social and/or environmental policy objectives relating to recruitment and training and supply chain initiatives. Accordingly contract performance conditions may relate in particular to social and environmental consideration.
Minimum level(s) of standards possibly required: Minimum levels of standards required by Hanover for financial capacity will be set out in the Pre Qualification Questionnaire.
In accordance with Articles 45 to 50 of Directive 2004/18/EC and Regulations 23 to 25 of the Public Contracts Regulations 2006 as set out in the pre-qualification questionnaire available from the address in Section VI.3 and must be returned to that address by the date in Section IV.3.4.

3. Responding to the tender:
