III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: In order to be eligible to be considered for the award of the contract, economic operators will be required to provide evidence of the following (these are not in any specific order of importance):
1. Examples (eight named airport construction projects – with details), where your company was the sole provider of Construction (Design & Management) Co-ordinator Services. Examples should only be for projects: completed in 2012 and 2013; where the project met the client’s original safety aspirations for the construction project; where the project value exceeded 50 thousand GBP; and where there were no Lost Time Accidents recorded for the project;
2. An excellent understanding of the UK construction industry, its processes, best practices, safety standards and legislation – by listing these out and providing a brief assessment of changes to these during 2012 and 2013; and
3. An existing, secure and stable direct workforce which are competent (including appropriate qualifications) to act as Construction (Design & Management) Co-ordinators on airport construction projects whose individual value is between 50 thousand GBP and 5 million GBP – providing a table of relevant direct staff with their qualifications (including all construction and safety qualifications) and airport experience.
III.2.2)Economic and financial ability

Information and formalities necessary for evaluating if the requirements are met: In order to be eligible to be considered for the award of the contract, economic operators will be required to provide evidence of the following (these are not in any specific order of importance):
1. That the economic operator has professional liability insurance to insure against the economic operator’s liability for damages, costs and expenses claims and proceedings in respect of claims for breach of professional duty or failure of the economic operator to use reasonable skill and care in providing Construction (Design & Management) Co-ordinator Services made against the economic operator by reason of any act, neglect, error or omission in the provision of Construction (Design & Management) Co-ordinator Services by the economic operator or their supply chain. Appropriate professional liability insurance will include provision of insurance cover of at least five (5) million GBP for any one occurrence or series of occurrences arising from any one event and in the annual aggregate;
2. Evidence that the economic operator has neither been subject to court proceedings nor made a claim on their professional liability insurance in the last twelve months;
3. Evidence that the economic operator is financially sound – in terms of their profitability, assets, cash flow and timely payments to creditors over the last 24 months (extracts from: a recognised credit rating assessment; and audited company accounts will suffice); and
4. An actual turnover, for the legal entity which is intended to provide the Construction (Design & Management) Co-ordinator Services, of at least two (2) million GBP per annum (for at least two years during the period 2011 to 2013).

Information and formalities necessary for evaluating if the requirements are met: In order to be eligible to be considered for the award of the contract, economic operators will be required to provide evidence of the following (these are not in any specific order of importance):
1. A capability to provide Construction (Design & Management) Co-ordinator Services on construction projects undertaken in a controlled, secure and highly operational environment – providing at least six examples of Construction (Design & Management) Co-ordinator Services provided on completed health, research, military or airport construction projects within the last twenty-four months; and
2. For the airport construction projects identified in your response to Section III.2.1 paragraph 1, specific examples of how your provision of Construction (Design & Management) Co-ordinator Services contributed to the achievement of exceptional health and safety standards in both the construction of the asset and its subsequent operation by the client; and
3. An actively managed quality assurance process that assures consistent delivery of Construction (Design & Management) Co-ordinator Services in compliance with legislation and specific standards agreed with the client.
