A child rights based quantitative analysis of the 2013 Budget

Description of the contract

Given the importance of the Government’s annual Budget statement the Office of the Children’s Commissioner (OCC) intends commissioning an organisation, individual or group to undertake a quantitative analysis of the 2013 Budget and its impact on children’s human rights, as defined by the UN Convention on the Rights of the Child (UNCRC). This will involve using existing and published information and new or unpublished data to assess the likely impact of different budget measures on children and young people living in England. The successful organisation, individual or group will be able to demonstrate expertise and experience in analysing the Budget, and relating this to families and/or children and young people. The work will contribute to an OCC Child Rights Impact Assessment that is also likely to include a legal and qualitative analysis carried out by OCC staff. This invitation to tender only requires a quantitative analysis of the impact of the Budget on children and young people, and for this to be undertaken within an assessment framework based on articles from the UNCRC. OCC can provide expertise on children’s human rights to develop the framework for this analysis as well as an expert group from academia and the voluntary sector to advise on the project.

Delivery of services •Details of the proposed approach and methodology to be applied in the delivery of all parts of the specification • An outline project plan •An assessment of the principal risks associated with the project and a plan for dealing with them. •A nominated project manager for the appointment who shall not be changed during the term of the appointment without the consent of the Office of the Children’s Commissioner, together with brief details and CVs of the project team, to demonstrate that they posses the necessary qualifications and experience in the delivery of the project. The tenderer must provide appropriate numbers of sufficiently qualified staff that are properly experienced. Any substitutions shall be similarly notified •Details of the bidder’s relevant experience in relation to all parts of the specification •A clear understanding of the requirements of the needs of the Office of the Children’s Commissioner as discussed in this invitation document. Value for money •Tenderers are required to quantify their costing, submitting a breakdown of costs to explain the final price calculation •Details of expenses which are chargeable in addition to fees, including mileage rates, rail fares etc •Details of how long the tender is valid •We anticipate that the total value of this contract is in the range of £30,000, including VAT.
