Aberdeen City Council wishes to refresh its current care at home framework (expires 31.12.2017). This refresh will extend the scope of provision to include people with a learning disability. i.e. services shall be delivered to older people and/or those with a physical disability and/or those with a learning disability in their own homes and/or other places as required.

Aberdeen City Council wishes to refresh its care at home framework (due to expire 31.12.2017). The care at home (which comprises personal care and support and housing support) will be provided to older people, and/or those with a physical disability and/or those with a learning disability in their own homes and/or other places as required in the Aberdeen City area.

The framework is 24 months in duration with an option for a one, one-year extension. The estimated value quoted in II.2.6 is for the initial 24 month period.

III.1.4)Objective rules and criteria for participation
New providers may be admitted to this framework during its term from time to time and as and when required by Aberdeen City Council. Any new provider must meet the selection and award criteria. A contract award notice will be published each time a new provider is admitted.
Additional requirements are stated in section VI.3 ‘Additional Information’ of this Contract Notice.

All bids shall be evaluated using Public Contracts Scotland-Tender (PCS-T). The method for any subsequent call off awards from the framework are detailed in the framework agreement which is uploaded onto PCS-T.

The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:
Sub-contracting is not deemed appropriate for the delivery of care at home services purchased using this framework.
The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:
The social care market in Aberdeen is heterogeneous (in terms of supplier size of and scale) and it would be difficult to prescribe community benefits in a fair & equitable manner across the sector. It is deemed more beneficial for the Aberdeen City area for bidders to address the wider issue of fair work practices. A question on fair work practices is incorporated into the technical envelope.
