The majority of customers for these services will be on either post custody licence or on community supervision orders. Both of the aforementioned orders could come to an end during the time a customer spends in services but on the whole these services are for current offenders.

The Council wishes to establish Framework Agreements for the following Lots:
The Framework Agreement for each Lot will initially be for a period of 2 years, anticipated to commence on 6.1.2014. with the possibility to extend for a period or successive period of 1+1 years at the sole discretion of the Council.
Although the Framework Agreement will be for this period, the call-off for each lot will initially be for a period of 3 years, anticipated to commence on 6.1.2014. with the possibility to call-off services for each lot for a further period of 3 years thereafter. Individual call-off may therefore run past the expiry of the Framework Agreement.
Any call off contracts considered after the initial 3 year contract will take into account variables that include the budget available, the number of appointed providers, service providers performance, changing corporate objectives and changing financial climate.
The Lots are as follows:
Lot 1 – 14 units of accommodation based housing related support services at Ashleigh Road, Leicester;
Lot 2 – 10 units of accommodation based housing related support services at Stretton Road, Leicester;
Lot 3 – 6 units of accommodation based housing related support services at Ashleigh Road, Leicester.
The level of support required by individual customers may vary, but generally the specialist support will be expected to provide medium to high level support to all customers in receipt of services within Lot 1 and Lot 2. Low level support is expected to be provided within Lot 3.
Following the evaluation of the Invitation to Tender submitted tenders, any tender that is accepted will be awarded to the most economically advantageous tender in accordance with the tender award criteria as follows:
Lot 1 – the highest scoring of up to 4 tenderers;
Lot 2 – the highest scoring of up to 4 tenderers;
Lot 3 – the highest scoring of up to 4 tenderers.
For each Lot, the call-off of services will be undertaken from the principal 1 highest scoring tenderer. The remaining up to 3 highest scoring tenderers scoring above 65 % overall shall then be placed on a Reserve Framework in respect of each of the Lots.
There will be no guarantee of work or volume of work to be given under this contract.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.
