Tender for the provision of accommodation based services for people at risk of social exclusion
Oldham Council is looking to contract with suitable organisations to provide services that meet the housing and support needs of people who are at risk of social exclusion in Oldham.
The services will deliver housing and support to enable people at risk of social exclusion to achieve sustainable independent living.
The tender is split into two lots. Both services will have access to a range of properties and will provide short term accommodation based support, maximising planned moves and throughput from services.
Providers will be expected to deliver housing management on behalf of landlords with costs apportioned appropriately.
Both services will be expected to address a range of individual support needs linked to homelessness, offending, mental health issues, substance misuse and young people at risk, but may include others.
Lot 1) Generic services: a range of accommodation options with differing levels of support offered.
These services would be mixed gender, age range 16 years upwards, with no upper age limit.
A maximum contract value in year one of £680,000
Lot 2) Young people’s services: a range of accommodation options with differing levels of support offered.
These services would be mixed gender, age range 16 – 23 years
A maximum contract value in year one of £380,000

The initial contract period will be for two years with an option to extend for a further 2 years. These services replace a number of existing services and as a result TUPE may apply.

The completed PQQ should be returned via The Chest no later than noon on 11th June 2012
