Description of the contract

The Defence Science and Technology Laboratory (Dstl) is an Executive Agency of the Ministry of Defence (MOD) and its prime role is the provision of impartial scientific advice to the MOD and other government departments on all aspects of defence. As such, Dstl is a Public Sector Research Establishment (PSRE) employing approximately 3,000 specialist permanent staff in addition to operating a flexible resourcing model of contractors and fixed term appointments. The organisation is structured into 12 scientific, technical and analytical departments alongside specialist groups providing corporate functions such as finance, commercial services, communications, etc. Dstl is facing a number of challenges as a result of the current defence climate, being a Trading Fund and a recent expansion in role to include S&T consultancy support, increase support to operations and a wider Government S&T leadership responsibility. As a result we are currently going through a time of transition, relocation and restructuring. A key aspect of this is the introduction of Account Management to provide a clear relationship between the customer and Dstl, to build a comprehensive picture of the problem or need and to be pro-active in offering solutions: “It is important that we recognise our customers’ needs and the strategic issues they face. The requirement is to work with key stakeholders in Dstl to identify and articulate Dstl’s development needs for their Account Management function and make recommendations for actions Dstl can take to meet these needs.
