Description of the contract

The NAO requires professional, accredited tuition for their graduate scheme (70 graduates recruited each year) and the school leaver scheme (10 trainees recruited each year) preparing trainees for the Institute of Chartered Accountants in England and Wales, ICAEW, examinations. In addition the NAO have the final year of the AAT Fast Track scheme trainees (6 trainees based in London, 4 in Newcastle) who will be studying Level 4 of the AAT qualification before progressing to the ICAEW scheme. However, both the numbers and the ratio may change and any successful supplier would need to demonstrate flexibility and adaptability to work with the NAO in a changing environment. Tuition will be provided in bespoke arrangements in both London and Newcastle. Additional services to be covered by the contract include, from time to time, the provision to allow a small number of trainees from Civil Service schemes e.g. Treasury Solicitor to join NAO classes for tuition (please note that it would be the NAO who would manage and extend (if feasible) any in-take in agreement with the successful service provider); provision of ad hoc technical accountancy training where in-house expertise is not available. Central government departments, executive agencies, and non-departmental public bodies as outlined at The estimated number of additional students is 5 per annum however the NAO cannot estimate a value for any additional training required by the other departments at this stage.

Potential providers should follow the instructions outlined below when completing this PQQ. Potential providers should answer all questions as accurately and concisely as possible in the same order as the questions are presented. Where a question is not relevant to the potential provider’s organisation, this should be indicated, with an explanation. Questions should be answered in English. The information supplied will be checked for completeness and compliance before responses are evaluated. Responses will be evaluated in accordance with the procedures set out in section 14 (Provider Selection). In the event that none of the responses are deemed satisfactory, the NAO reserves the right to terminate the procurement. Failure to furnish the required information, make a satisfactory response to any question, or supply documentation referred to in responses, within the specified timescale, may mean that a Potential Provider is not invited to participate further. Only information provided as a direct response to the questionnaire will be evaluated. Potential suppliers should respond to the questionnaire on the basis that the NAO has no prior knowledge of their organisation. Information and detail which forms part of general company literature or promotional brochures etc. will not form part of the evaluation process. Marketing material should not be included. Potential providers must submit their completed PQQ, certified ‘virus free’, in Portable Data Format via the NAO’s procurement portal, at no later than 17:00 hours on 16 February 2012. Completed PQQs may be submitted at any time before the closing date. Potential providers must keep their contact details on the Delta portal up to date or they will be unable to receive communications from the NAO The minimum technical standards expected are that Potential Providers are accredited to ICAEW. Without this evaluation will not continue. There are minimum financial standards that have to be met: Potential providers must demonstrate they are financially sound.
