Insurance and pension services. Actuarial services. The Scheme Trustees wish to appoint new professional advisers for the delivery of the following services for the Trustees of all sections of the Scheme:
Administration (lot 1) Including but not limited to:
— Member record keeping — includes benefit calculations and preparation and annual benefits statements (including SMPIs);
— Dealing with member cases directly (e.g. transfers, retirements, requests);
— Client reporting (e.g. admin reports or real time information);
— Attendance at Trustee meetings;
— Treasury and accounting — includes overseeing the bank account, running the cash books and preparation of the draft report and accounts (including preparation of the financial statements) and settlement of benefits, invoices and levies following authorisation;
— Pensioner Payroll;
— Confidential exchange of member data between the Hyde, the Trustees and the administrator-Interfacing with Aon’s Simplicity (automatic enrolment) system;
— Online access for members, Trustees and Employer;
— Interfacing with Midland’s iTrent HR and Payroll system;
— Dealing with regulatory authorities e.g. Event Report and tax return;
(lot 2) Including but not limited to:
— Triennial actuarial valuation;
— Annual actuarial updates;
— PPF related work;
— Actuarial factor reviews;
— General pensions consultancy;
— Online actuarial funding tracker and modelling software;
— Actuarial review of specific benefit cases;
— Preparation of draft communications e.g. pension newsletters;
— Submission of Scheme Return;
— Triennial review and drafting of the SIP for the DB sections;
— Investment strategy reviews for the DB sections including de-risking;
— Active monitoring of the DC investment options and advice regarding the DC investment strategy including default options;
— Investment market updates;
— Attendance at Trustee meetings;
— Company pension accounting disclosure.

The Scheme Trustees wish to appoint new professional advisers for the delivery of pension administration services for the Trustees of the Scheme for all sections (DB and DC) including but not limited to:

— Dealing with member cases directly (e.g. transfers, retirements, requests);

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates will be required to answer these questions as part of the qualification process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.
Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
