Financial transaction processing and clearing-house services. The Department for Culture Media and Sport wishes to appoint an organisation for the provision of a grants administration scheme to support British Racing. The purpose of this scheme is to benefit racing in Great Britain through the distribution of the proceeds from the sale of the Tote to Racing beneficiaries for broadly non-commercial purposes. The scheme shall use the proceeds of the sale of the Tote in a manner which reflects the principles of the Tote prior to its sale by the Government, that its profits stay in Racing, but also respects State aid rules as and when they apply.
