The Big Lottery Fund is seeking an experienced grant making organisation to develop, manage and administer its Investment Readiness Fund. Approximately £10M will be administered under this Fund during the initial contract term with the potential for a further £10M to be administered if the contract is extended by the Fund.

Approximately £10M will be administered under this Fund during the initial contract term with the potential for a further £10M to be administered if the contract is extended by the Fund. The successful contractor may also be required to administer part of the Fund as repayable loans.
As part of this the successful bidder will be required to undertake educational and engagement activities around social investment and the Investment Readiness Fund with potential applicants, potential social investors and other key stakeholders. The contractor will also provide support services to potential grant applicants including setting up a menu of support providers to assess the capability of applicants to obtain new forms of investment (diagnostic services), identify skills gaps and provide advice on areas for improvement. The contractor must have excellent customer relationship management processes in place and established internal grant administration systems. Strong IT capability is also essential as the contractor will be required to design web based tools as part of this Contract. The contractor will also be required to provide an independent evaluation of the programme. The initial term of the Contract is estimated to be 6.5 years. The Fund reserves the right to extend the initial term and instruct the successful contractor to provide additional similar services for a further period of 3 years. 1)Bidders must confirm if the circumstances as set out in parts 4 and 5 of Regulation 23 of the Public Services Contracts Regulations 2006 (as amended) apply.
Bidders will fail if any of the conditions apply and will be excluded from the procurement process.
2)Bidders must demonstrate they have appropriate policies in place to comply with employment legislation. Where an organisation does not demonstrate this in its responses it will be excluded from further consideration in the procurement process.
(3)Bidders must demonstrate within their PQQ responses they have robust Health and Safety policy and procedures within their organisation. Where an organisation does not demonstrate this in its responses it will be excluded from further consideration in the procurement process.
In order for us to carry out this assessment please provide copies of last 3 year’s audited accounts and annual reports to include:

Failure to achieve this minimum requirement and pass the financial assessment shall result in the bidder being excluded from further participation in the tender competition.
Minimum level(s) of standards possibly required: Minimum levels of Insurances required: Bidders must have Professional Risk Indemnity Insurance, Public Liability insurance and Employer’s Liability insurance of at least £5million or provide evidence that they will be in a position to obtain this level of insurance.
Failure to confirm this insurance is in place or produce evidence that it is obtainable will result in the bidder being excluded from further participation in the tender competition.

As a minimum, the bidder must have 3 years relevant experience successfully administering grants, as well as some experience of successfully administering repayable grant and/or loan funding. Bidder’s will be required to submit evidence demonstrating this as part of their PQQ submissions. Failure to pass will result in the bidder being excluded from further participation in the tender competition.
