Cambridgeshire County Council (CCC) and Peterborough City Council (PCC) (The “Authority”) wishes to invite tenders for the supply of services in respect of a VAA Regional Adoption Agency (RAA) Services in Cambridgeshire and Peterborough. The successful Potential Provider will be responsible for providing this service and liaising closely with the Contract Manager identified by the Authority. VAA’s are required to be registered (Adoption Agency and Adoption support Agency) with OFSTED, this opportunity is only open to such registered VAA’s. LGSS Procurement is managing this procurement process in accordance with the Light Touch Regime (LTR) within the Public Contracts Regulations 2015 on behalf of the Authorities.

Cambridgeshire County Council and Peterborough City Council are working together to develop a new Regional Adoption Agency that is focused on securing timely adoptions for children in care where appropriate. The scope of the proposals within this service specification is very wide, including all of the Council’s Adoption Services, and some limited functions associated with support to children and families affected by special guardianship and family arrangement Orders.
Bringing together two adoption services has huge potential gains. It is the strength of the Cambridgeshire and Peterborough brand, together with the combined assets of our adopters and staff, brought together with innovation and investment by a Voluntary Adoption Agency that we are confident will generate the outcomes we want to achieve for children with a plan for adoption, and allow the development of the regional adoption agency. This opportunity is only open to Registered OFSTED VAAs.
TUPE is applicable to this tender and there is likely to be employees transferring from existing service provider(s), the successful service provider will therefore be required to enter into an admission body agreement for provision of the local government pension scheme.

The Authority is utilising a competitive process with negotiation. The Authority reserves the right not to conduct any negotiation meetings. Instead, the Authority may award the contract based on the outcome of the evaluation of initial tenders. Only the 3 top scoring Providers will be invited to negotiation.
