Provision of an Adoption Intermediary Service

Description of the goods or services required

To provide an adoption intermediary and counselling services, to be carried out across the whole of North Wales on behalf of the North Wales Adoption Service.

Key Objectives of the Services required:

To provide an effective and responsive service to individuals in accordance with:

• the Adoption and Children Act 2002

• the Adoption Information and Intermediary Services (Pre-commencement Adoptions) (Wales) Regulations 2005

• The Access to Information (Post-commencement Adoptions) (Wales) Regulations 2005

• Regulation 4 of the Adoption Support Services (Wales) Regulations 2005.

This should include:

1. Intermediary Service

• Counselling/Preparation for adopted adults and birth relatives who wish to trace a family member or members

• Support with searching and accessing information

• Locating the family member and assisting with making contact

2. Birth Parent Counselling

• To provide an independent counselling service to birth parents of children adopted through the NWAS

• To provide additional support/counselling to adopters where it is deemed appropriate to do so

• The provider must be able to provide the service through the medium of both English and Welsh.

• The service must be available as a regional service across North Wales to include the following local authority areas:

Conwy

Denbighshire

Flintshire

Gwynedd

Wrexham

Ynys Môn

Deliverables:

The Service would be offered to at least 15 families at any one time, but the Purchaser expects the Provider to accept referrals above 15 families at any one time unless the Provider can demonstrate that its staff members are working to capacity.
