- As part of the Adoption Reform Wirral Borough Council’s Children and Young People’s Department intention is to commission organisational development capacity to promote a cultural change in social work practice through early identification of plans for permanence, in all forms including adoption in order to reduce the number of looked after children.
In order to achieve this, the service will support social work practice by providing additional capacity to develop concurrent planning and fostering for adoption, reviewing all permanency plans for current children in care and provide additional assessment capacity for the adoption team. This will be done by strengthening social work practice through the development of skills of fieldwork social workers, ensuring that those with permanency plans are initiated at the earliest opportunity and with minimum delay.
