II.2.4)Description of the procurement:
Havering Council is commissioning a specialist adult drug and alcohol treatment and recovery service. The purpose of the drug and alcohol service is to maximise opportunities for the identification and engagement of residents with substance misuse needs, to reduce drug and alcohol related harm and promote recovery in the community. This will be achieved by working closely together in partnership with service users, families and agencies in the wider health and care system in Havering. The service will provide an innovative range of recovery and longer term evidence based support interventions in line with NICE guidance for both substance misusing individuals and their families or significant/affected others. The service will also provide targeted interventions that focus on outreach, unmet need and early intervention delivering innovative solutions to support service users recover in their community. It is also expected to provide clinical prescribing interventions for clients of the young person’s substance misuse service aged under 18.

Tenders will be evaluated on the basis of 60 % quality and 40 % price. Full details are included in the tender documents. The contract will be for an initial period of 5 years but may be extended at the Council’s discretion for a further period of up to 3 years.
