The purpose of this notice is to invite interested parties to express an interest to provide Adult Mental Health Day Services for the people of Blackpool.
In partnership with stakeholders, Blackpool Council has developed a model based on recovery, independence and supporting social inclusion through to access mainstream opportunities in the community. The model is split into three levels:
Level 1:’Drop-in facilities’.
Level 2: Sessional/Group Activities.
Level 3: Structured Day Services.
Service delivery must focus upon the principles underpinning the model which are:
— recovery,
— community participation,
— reduced social isolation,
— peer support,
— choice and self-determination,
— meet the needs of diverse groups,
— meet the needs of people who are seriously disabled by their mental health problems,
— involve carers and service users,
— promote health and employment.
The Authority wishes to hear from any Parties who can deliver this model and have experience in delivering Adult Mental Health Day Services.

Parties should contact the Authority to express an interest in delivering this service model.
Expressions of interest should be made by email to louise.lucas@blackpool.gov.uk and received no later than 12 noon on 27th April. The Council will select a number of organisations from those applying to participate in dialogue.
Participation (or non-participation) will confer no advantage or disadvantage should the Authority commence a formal procurement process at some future date.
