Description of the contract

The London Borough of Hounslow is seeking expressions of interest for Transformational change and efficiencies for Adults Social Services in the London Borough of Hounslow. 1. Adults Transformation Programme The programme’s vision enables a radical new approach to delivery of health and social services to benefit Hounslow’s residents. This includes – Creating an Integrated Care Organisation in conjunction with LB Richmond, Hounslow CCG, Richmond CCG and Hounslow and Richmond Community Health Trust, to deliver an integrated service for older people in Hounslow and Richmond. – Creating a whole life service for people with long term conditions (physical and learning disabilities). This service is currently managed separately in children and adults services. – Reviewing our mental health service in conjunction with the WLMHT to deliver a community based model of care and support. Over the next 12 months, the provider will be expected to consider approaches that maximise delivery of a sustainable community model. The work will need to be segmented into design, implementation and review phases and key considerations will include development of an Integrated Care Model, restructure of the workforce and a review of all services that help deliver the shared vision. This provider will lead this work. Detailed business cases with options for improved service delivery, and benefits realisation plans will capture innovative ways of maximising efficiency and the quality of services. Service redesign will focus on strengthening our approach in the following ways. ? Resources shifted towards information and advice, early intervention and prevention, and optimising support to independence pathways ? Minimal use of ‘institutional forms of service delivery ? Safeguarding playing a central role in each service area 2. Business Support Review This review across Children’s and Adults’ Directorate will enable optimisation of administration and specialist business support resources. The ratio of business support required in each business area will be reviewed to ensure consistency and a level of equity across teams. Following agreement with senior management teams, the proposed structure will be implemented. The review will therefore encompass the following key areas of the work ? Review of business support functions to identify efficiencies as well as improve job roles and career prospects; ? Developing the future operating model; ? Consultation with all relevant stakeholders; ? establishing an overarching service menu and service level agreement with each business area; ? Embed the new Business Support Processes. The new structure is expected to be in place by 1st July 2013. 3. Performance Management Review This review will help bolster the business requirements for management information, tracking performance, managing the policy framework, and driving continuous improvement across the Directorate. The review will focus on optimising the quality of management information provided ensuring reports are bespoke to each business area in the Directorate. This project should be undertaken in conjunction with the business support review and hence encompass the same areas of work listed in the bullet points above, with a view to establishing the new structure by 1st July 2013.

The deadline for submission of Request for Quotation documents is 13:00 on Monday 18th March 2013.
