The FCA needs to establish a strategic relationship with an agency partner/s to provide support in terms of:
— communications strategy
— strategy planning
— creative development and execution
— campaign delivery
The supplier/s will need to have a creative approach to reaching consumers and extensive experience in behaviour change communications working across a range of channels.
Building confidence in and understanding of the FCA’s work and remit is essential for all audiences. But there is an immediate need to define and establish the FCA’s identity and role within the consumer landscape, its consumer brand – within the overall FCA brand – and its consumer voice. So that when and where the FCA reaches out to consumers they know what it stands for.
The FCA’s consumer marketing strategy will need to be sufficiently flexible to reach very different markets (mortgages, loans, investments, insurance) and engage with very different consumers from the financially savvy, to consumers in vulnerable circumstances.
The FCA’s consumer marketing strategy will be built on the need to alert consumers to emerging issues and scams in the financial services sector, to ensuring they know and understand their rights and that they know where to get help. The issues at hand will always be difficult, complex topics that people do not want to engage with.
The FCA is operating in a busy consumer landscape and will want to work with and not compete against the many successful organisations already known and well regarded by consumers. There will also be specific projects and issues where the FCA will need to work with partners in order to reach the target audience.
The successful supplier/s will be able to demonstrate considerable experience of delivering similar solutions for other large organisations.
Use of innovative and creative tactics and strategies to reach a diverse range of consumers should be evidenced by the successful supplier/s.
The successful supplier/s must be able to demonstrate that they can provide support in communications strategy, strategy planning, creative development and execution, campaign delivery and partnership marketing. It would also be desirable to be able to provide expertise in event planning and PR. They must be able to demonstrate extensive experience in successfully delivering behavioural change communications to diverse audiences.
