Thirteen wants to improve both the effectiveness and efficiency of its current advertising and marketing activity by appointing a single agency to manage media planning and buying in support of promotional campaigns and one-off purchases.

Thirteen is looking to appoint a specialist media planning and buying agency with the necessary skills and experience to deliver a range of media campaigns for the next 3 years, with the option to extend beyond this period for a further 2 years, subject to performance.
The selected supplier must be able to deliver a high quality, value for money contract, and demonstrate an understanding of the target markets. We are looking for a constructive and proactive partnership. We are seeking genuine expertise and added value in all areas covered by the brief.
The scope of this brief encompasses providing media buying, management and consultancy services for developing media campaigns which build on the levels of awareness and understanding of Thirteen’s key products and services within the North East and further afield. The aim is to coordinate activity with regional and national platforms to create added value support for Thirteen which optimises sponsorship, editorial and advertising opportunities.
The selected agent will have a strong understanding of the media to reach a number of key audiences across a wide variety of demographics, in the main throughout the North East, but also on a national basis, as campaigns dictate.
The advertising media schedules must reflect the target markets and address the diverse geographical coverage our target markets represent. They must also have excellent links with media owners and be able to demonstrate creativity in campaign planning.
The agency will have good evidence of positive and established relationships with key media organisations to enable ongoing identification of proactive opportunities for developing sponsorship, editorial and advertising opportunities and to provide on-going review of the efficiency, coverage and return on investment.
The effective use of advertising, media sponsorship and editorial should improve the cost efficiency of our media buying.
The agency will be able to provide consultancy and work closely with the Thirteen team, partners and appointed agencies including graphic designers, on best practice in messaging, design and new outlets, should the need require.
This agency will work with Thirteen’s in-house marketing and communications teams as required.
Agencies should submit proposals which demonstrate:
— knowledge of the North East media market as well as experience of national channels,
— experience of working across a wide range of channels including print, trade, social media, online, TV, radio, cinema, outdoor and ambient,
— an understanding of appropriate media outlets for Thirteen,
— an understanding of aligning advertising, sponsorship and editorial activity to strategic approach to communications,
— the ability to provide suggestions that will improve the effectiveness of our current advertising activity linked to a wider marketing strategy,
— value for money,
— an open and transparent approach to costing/charging,
— vast expertise in planning for, analysing and evaluating campaign effectiveness, including return on investment.
Anticipated campaigns may include (but not restricted to):
— advertising Thirteen’s range of homes for rent and sale to customers and potential customers,
— promoting Thirteen’s range of support services to customers, partners and commissioning agencies,
— advertising Thirteen opportunities such as events and training,
— awareness raising campaign of Thirteen’s work and success to local and regional partners, as well as nationally.
