The Fund is seeking a suitably qualified Service Provider(s) to provide support and development services to grant applicants and successful grant beneficiaries for its Fulfilling Lives: Ageing Better investment. The contract opportunity is being split into lots. Lot 1 is for Developing Project Ambition Services and Lot 2 is for Ongoing Support and Development Services. Bidders are welcome to apply for one or both lots. The estimated value of the Contract for Lot 1 is GBP 420,000 including VAT and expenses for the estimated 7 year term. Bids in excess of this figure will be excluded as unaffordable. However, BIG reserves the right to award further similar work and extend this contract for an additonal year.
The estimated value of the Contract for Lot 2 is GBP 825,000 including VAT and expenses for the estimated 7 year term for the fixed element of the services. Bids in excess of this figure will be excluded However the Fund shall have the right to call off services to the value of GBP 3,115,000 m. Bids in excess of this figure will be excluded from the competition as unaffordable. BIG reserves the right to award further similar work and extend this contract for an additonal year.

Lot No: 1 Lot title: 1. Developing Project Ambition Services

1)Short description

The Fund is looking for a Service Provider to deliver events which bring key stakeholders from each area together to inspire and raise the collective level of ambition at key stages throughout the investment. We want to support grant holders from the earliest stages to develop innovative, ambitious project plans that test ‘what works and why’ in tackling social isolation in older people.
For this contract, the Service Provider will work with the Fund to design, host and deliver a series of residential events bringing key individuals from area partnerships together for a programme of intensive planning, networking and learning sessions. The purpose of these events will be to raise the ambition of the communities that we fund, supporting them in planning creative projects that produce robust evidence as to their effectiveness, with the aim of having a wider impact beyond the life of this investment. Through these events, the Service Provider will provide consistent advice, support and resources to funded areas to help attendees develop ambitious project plans that will meet the Programme outcomes and through testing a range of approaches, produce evidence on what works in their area in preventing and reducing social isolation.

Lot No: 2 Lot title: Ongoing support and development services to grant beneficiaries

1)Short description

The Fund is looking for a Service Provider to support and challenge funded partnerships with expert knowledge over the term of the funding initiative in order to ensure the production of robust and informed project plans that can deliver the aims of the investment.
The Service Provider will be required to deliver bespoke support services (agreed with the Funding Officer) to areas who are successful in securing full funding (an expected 15-20 areas although the Fund may decide to fund more), through detailed business planning and delivery of the projects. Close working with areas will commence in July 2014, but the Service Provider will work with the Fund, provider of Lot 1 (If different), and the evaluators before this as required.
The following services will be required for each partnership and therefore form a fixed-price deliverable:

The Fund may instruct the Service Provider to provide individual support based on the findings of the diagnostic, the nature and extent of the support will be approved by the Fund. This support will meet the needs and priorities identified and may include, (but may not be limited to) some or all of the following:
— Challenging partnerships to ensure that approaches at an area level are led by older people and that older people are engaged in a meaningful way;
— Check and challenge the partnership’s outcomes, goals and Theory of Change to ensure that they are suitably ambitious (and achievable);
— Partnership strength – any additional support needed to revise structures and processes for working in an effective partnership;
— Partnership capability – any support needed to equip the partnerships to deliver the project successfully;
— Check and challenge to the partnerships skills, capacity and resources devoted to evaluation, and use of evidence;
— Partnership structure and governance;
— Ensuring that the Business Plan offers a realistic plan for ongoing delivery (throughout the investment) and is used as such, e.g.
— Financial planning and Projections;
— Policy and learning strategy;
— Options Appraisals & sensitivity analysis;
— Risk management;
— Policies;
— Effective and genuine consultation and engagement with older people to ensure that the approach is led by the community, with a focus on older people who are socially isolated. This should include those older people who are ‘hidden’ socially isolated (due to location, ethnicity, language barriers, etc);
— Signposting to and delivering existing materials and toolkits;
— Ongoing support and Capacity Building;
— Facilitation and Critical Friend role;
— Dealing with practical issues in delivery and staffing;
— Mapping progress towards achieving outcomes (and challenging this process);

Joint and several liability. Should the successful tenderer be a consortium of organisations, the Contracting Authority reserves the right to require a successful consortium to form a single entity. The Contracting Authority will require the lead partner to be responsible for completing the contract on behalf of the consortium and enter into a contract with the Contracting Authority. Other consortium members will be required to enter into back to back subcontracts with consortium members.

Information and formalities necessary for evaluating if the requirements are met: As a minimum bidders must confirm that the circumstances set out in Article 45(1) and 45(2) of Directive 2004/18/EC or or Regulation 23(1) or 23(4) of the Public Contracts Regulations 2006 (as amended) do not apply. Bidders that do not confirm this will be excluded from the competition.

Minimum level(s) of standards possibly required: (1) Bidders are required to have adequate financial standing to perform the services without putting the Authority at risk. The financial ability of bidders will be assessed before their tender is evaluated as follows:

(1) The Fund requires the service provider to have and provide evidence of a minimum of 2 years experience successfully delivering similar contracts of this type, value and complexityand for Lot 2 must include at least one example of related work in ageing or supporting older people.
As part of your response and specifically for Lot 1 you must demonstrate you have:
— A proven track record in inspiring organisations to raise their collective levels of ambition and to encourage new approaches to emerging issues which can be translated into successful project delivery whilst keeping to time and budget throughout.
— Access to the relevant data, intelligence and networks on social isolation and the changing policy context. As part of your response and specifically for Lot 2 you must demonstrate you have:
— The technical ability to provide the services and provide direct support to programmes and multi-agency partnerships with evidence of achieving successful results to deadline whilst keeping to time and budget
— A proven ability to co-ordinate complex activity and bring together diverse partners at strategic, managerial and practice levels.
— The resources and capacity to work across a diverse range of areas in England.
— A proven ability to understand local context, barriers and opportunities in the ageing sector. The evidence must be supported by verifiable references.
(2) As a minimum the bidder must provide evidence that it has a quality management system in place.
(3) As a minimum the bidder must submit a complete tender in accordance with every instruction and requirement set out in the ITT.
