The County Council of the City and County of Cardiff wishes to appoint an Advertising Agent to work with the Council to generate significant revenues from appropriate external advertising initiatives on Council owned land and premises which will be used to drive the local economic development agenda.
Cardiff Council will tender for “Agency Services for Large Format Commercial Advertising Opportunities for Cardiff Council”. The opportunity for is for a bidder to act as Cardiff Council’s retained Agent for the identification of large format digital and non-digital advertising on Cardiff Council owned land and premises.
The successful service provider, in the course of their provision of this contract, will be expected to carry out the following:
Survey and select appropriate, council-owned sites within the City, Design the installations that would be appropriate in planning applications, Market the sites via a tender process and agree heads of terms for the letting of those sites, Report to the Council as a client throughout this process.
The Council reserves the right to cancel the project, the procurement, the selection and/or the evaluation process at any stage; the Council is not liable for any costs resulting from any cancellation of this tender process nor for any other costs incurred by those tendering for this Contract.
It is anticipated that the agreement will be run on the basis that:
— The Agent will be independent of and not affiliated to any Media Owner
— All work of the Agent, including costs and fees shall be met entirely through the income generated by the opportunities which they identify
— There will be no cost or risk to the Council.
— The implementation and operational risks will be transferred to the successful supplier.
— All sites identified are in line with the Policies of Cardiff Council.
— Any procurement for appointment of the Media Owner are carried out in accordance with Procurement Regulations, Council Standing Orders and Procurement Rules.
— Any appointment of a media owner will be on terms and conditions as specified by Cardiff Council.
