Bield is looking to award an Agency Worker Framework Agreement to include the provision of fixed term and permanent recruitment. Bield primarily requires agency workers to temporarily cover a range of roles providing care and tenancy support services to our elderly customers as well as support roles such as cooking and cleaning. There is also some requirement to fill roles within Bield’s office locations and within our Property Services team, these will be included as optional lots. Subject to the responses received, a number of different supplier models are being considered, as detailed within the PQQ documentation. It is Bield’s preference to have a small number of suppliers for key roles in Care and Housing and one main supplier each for cooking and cleaning roles.

Reference to the relevant law, regulation or administrative provision: It is a requirement of this procurement exercise that bidders for Lot 1 (Care) must be registered with the Care Inspectorate unless only bidding for Cooks, Kitchen Assistant and/ or Domestic Assistant roles in this lot. This is a pass or fail question, if failed PQQ responses will not be considered any further. If bidding to supply workers in either or both lots 1 and 2, suppliers must guarantee that, where required, workers achieve and maintain registration of the Scottish Social Services Council (SSSC) within the timescales specified by the SSSC or alternatively are registered with the Nursing and Midwifery Council (NMC).

Objective criteria for choosing the limited number of candidates: All bids will be checked against any pass or fail criteria in the first instance. Once any failed bids have been eliminated, it is our intention to shortlist as follows: 1) Any supplier who has achieved a score of 0 or 1 in relation to weighted Parts I to M will be eliminated from the process; 2) All remaining suppliers will be allocated a ‘final score’ based on the scores achieved against each of the selection criteria, and their weightings; 3) Based on the remaining suppliers, Bield will review the coverage achieved in terms of geography and role type. 4) A manageable number of suppliers per Lot will be shortlisted and issued with an Invitation to Tender. The shortlist will be based on the scores achieved and the geographical and role coverage. We are not able to identify the actual numbers to be shortlisted at this stage, as this will be dependent on supplier response and coverage. Please note that suppliers will not be eliminated from the process solely based on geographical or role coverage, and it is important that we are made aware of any potential gaps at this early stage.

Following the pre-qualification stage, those suppliers who have been shortlisted to be invited to tender will be issued with the relevant tender documentation. Bield will also be holding a number of supplier open days for those suppliers, which will take place in April, and are designed to provide more information and insight about Bield and the services provided. Following the tender submission deadline, there will also be a presentation/interview.
