3.      YOU MUST HAVE A CATEGORY VALUE OF OVER £4,000 AGAINST THIS CATEGORY

YOU MUST COMPLETE AND RETURN THE CONTRUCTION PQQ PROVIDED IN FULL
 
1.      TO ACHIEVE THE SAME CATEGORY OF WORK & CATEGORY VALUE (AS ABOVE)
 
 
VERY IMPORTANT:
 

    • You do not need to upload any other documents if you are registered on Constructionline other than the one page attachment requesting your registration number.

 

    • Please log into your Constructionline account and check you have the relevant criteria that is being advertised in the Expressions of Interest advert above which is linked to your Categories of Work and Values attached to such.

 

    • Oldham Council will check this information via the Constructionline number provided.  It is the responsibility of the organisation registering interest that you meet the criteria advertised in the Expression of Interest advert and that your Constructionline account is up to date and active.

 

    • If you DO NOT have the Category of Work (Furniture, Fixture & Fittings for the Disabled), you need to contact Constructionline and submit 2 x References to demonstrate eligibility.

 
Number of contractors that will be invited to tender: All successful Expressions of Interest will be invited to tender.

Place of Delivery: Borough of Oldham
 
Period of Contract: This will be an Aids & Adaption’s Majors Framework contract likely to run for a number of years (to be determined in the final ITT document).  Service likely to commence in January 2013.
 
Contract Values:  The annual spend on this contract is circa £700k.  Please be advised this is indicative only and due to current Government cuts can vary up or down.  Typically the average spend per job is around £4k, although the range is from £1.5k to £26k.
 
Award Criteria: It is the Council’s policy to award contracts on the basis of both quality and most economically advantageous tender, assessed through its agreed tender evaluation model of criteria set out in the tender documentation.
 
In order to streamline the pre-qualification stage, the Council has adopted the Constructionline methodology for demonstrating financial capability and work category experience.
 
Constructionline is an official government service managed by Capita under a public private partnership, and is the public sector minimum standard for pre-qualification as regulated by BIS (Dept. For Business Innovation and Skills)
 
Applicants not on Constructionline are encouraged to register, as it will simplify their inclusion in the pre-qualification process.
 
Contractors unwilling to register on Constructionline will need to complete the PQQ in order to demonstrate their capabilities in the same way as those already registered on Constructionline.
 
Once expressions of interest have been collected, and pre-qualification status has been confirmed in line with the advert requirements, all successful Expressions of Interest will be invited to tender and receive the Invitation to Tender document via The Chest portal.
 
Constructionline registered status of suspended, inactive or not in line with advert requirements will render the PQQ as a fail.

Although the Authority uses Constructionline for pre-qualification, Companies which are not registered will not be precluded from expressing an interest in this contract notice, but will need to demonstrate the appropriate evidence to the Authority that they can meet the requirements of the evaluation criteria and will be required to complete the full pre-qualification questionnaire attached.
 
The answers given in the PQQ, and/or, information held by Constructionline will form the basis of the information required for short listing.
 
Deadline for receipt:
Expressions of Interest to be received no later than 12 noon 16th November 2012.
 
Issue of tender documents
Invitation to Tender documents to be issued circa week commencing the 19th November 2012.
