1)Short description:

The ANSP at Birmingham is required to provide Tower (Air), Ground (GMP), and Approach Radar Control services to meet this need. There is currently no Ground Movement Planner (Delivery) service provided but it is recognised that this may be required again in the future at peak activity periods. Air Traffic Services are required 24-7, 365 days a year and will be delivered from Birmingham Airports brand new ATC Tower / radar room facility due to enter service in 2013.

1)Short description:

The Air Traffic Engineering service provider is required to maintain a suite of Air Traffic Control equipment including (but not limited to) Primary Radar, Surface Movement Radar, CAT IIIB ILS (x2), NDB, DME, IRVR System, Tower Equipment and Systems, Radio Communications Systems, SAMOS and DRDF. In addition the Air Traffic Engineering service provider is required to manage third party supplies necessary for the delivery of ATC including SSR feeds and telecommunications services. Almost all of the ATC equipment is owned and provided by Birmingham Airport and the vast majority of it will have been replaced during the period 2009 to 2013, including both ILS, Primary Radar, IRVR, and a complete new Tower.

Air traffic control services is classified as a Part B service and as such is not subject to the full requirements of the EU Procurement Directives.
This contract notice is therefore a voluntary one and it should be noted that a process which satisfies the full requirements of the EU Procurement Directives will not be followed.
The contracting entity undertakes however to treat all economic operators equally and in a non-discriminatory manner and will act in a transparent fashion.
This equal treatment and transparency will entail the adoption of best practice tools and methods to deliver and enhance the procurement process inter alia:
Clearly defined non-discriminatory requirements.
The disclosure within the tender documentation of the tender evaluation criteria.
A programme detailing the various stages of the procurement process.
Birmingham Airport will not be liable for expenses and costs incurred by organisations in respect of the preparation and submission of expressions of interest and tender documentation.
Birmingham Airport reserves the right to modify or cancel this procurement exercise at any time. In such an event Birmingham Airport will not be liable for expenses and costs incurred by suppliers in respect of the preparation and submission of expressions of interest and tender bids.
Respondents are to note that provision of the Services in-house will be under consideration as part of this process.
Respondents should note that the contract will be let for a minimum period of five years, but the exact duration of the contract whilst is not yet known, could be for a significant period longer and will be dependent upon the outcome of the procurement process.
