II.1.5)Short description of the contract or purchase(s):

Non-scheduled air transport services. Air-charter services. Hire of aircraft with crew. Hire of fixed-wing aircraft with crew. Hire of helicopters with crew. The Authority has a requirement for whole aircraft charter for the transportation of military cargo and personnel worldwide. The Authority requires the ability to access commercial aircrafts in order to augment its military fleet in times of operational surge or to transport exceptional loads. Suppliers are required to provide flexible access to the commercial whole aircraft charter market in a dynamic and fast moving military environment.
The requirement has been split into four Lots:
— Lot 1 – Cargo.
— Lot 2 –Cargo Emergency.
— Lot 3 – Passenger.
— Lot 4 – Passenger Compassionate.
There is no limit to the number of Lots a supplier may apply to tender for. Suppliers may apply for one Lot only (except Lot 2) or for more than one Lot. In order to apply for Lot 2 – Cargo Emergency, suppliers must successfully apply for Lot 1 Cargo. Suppliers cannot apply for Lot 2 only.
Framework agreements will be awarded for each Lot.

1)Short description

For the movement of cargo worldwide. Cargo may be palletised or loose-loaded and may include outsized loads such as helicopters, armoured vehicles and other specialised military equipment which can include IATA-compliant Dangerous Goods classes 1-9 and firearms. Suppliers will be expected to provide all licences and clearances to allow this. At times, and in conjunction with the Authority, licenses may be required to move non-IATA compliant Dangerous Goods.

The method of award under this framework will be direct award.
There is no commitment or guarantee of work for the supplier under the framework agreement.
The initial duration of the framework agreement will be 4 years with options to extend for a maximum of an additional 3 years.
In order to apply to tender for Lot 2 – Cargo Emergency, suppliers must successfully apply for Lot 1 Cargo. Suppliers cannot apply for Lot 2 only.
Limitations of the number of operators who will be invited to tender for Lot 1 and Lot 2 combined – it is envisaged that there will be a minimum of 7 and a maximum of 10.

1)Short description

For the movement of passengers worldwide. Passenger moves can be for groups of mainly service personnel but they may also include service families/dependents, unaccompanied minors, detainees with a nominated escort, fee paying passengers and other government personnel. Passenger moves can also include the transportation of deceased personnel. Suppliers will be expected to provide all licences and clearances to allow this. At times this may also include carriage of IATA-compliant Dangerous Goods Class 1-9 and firearms.
