Commercial Commands & Centre High Wycombe is seeking expressions of interest from potential bidders for the provision of aviation fuel and associated refuelling services at civilian airfields worldwide. The exact locations covered under the contract(s) will be established upon receipt and assessment of tenders received. Consequently the Authority is anticipating that a number of enabling contracts with various suppliers will be placed as a result of any competition carried out.
Refuelling services must be able to accommodate the various different aircraft types flown by the UK MOD and must have the ability to deliver the full service required at the relevant locations.
Details of current aircraft types and historical usage data will be provided within the Invitation to Tender (ITT) documents. This information will be provided for guidance only and does not guarantee the same level of activity for the duration of the contract(s).
If required a pre-qualification questionnaire (PQQ) will be issued to aid the Authority in down-selection prior to issue of the ITT.
All Expressions of Interest from potential bidders must be provided in writing to the Contracting Authority named in this advert.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.

Candidates who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so.
Candidates who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Authority.
