The aim of the all Wales register is to help local planning authorities in their responsibilities for listed buildings and conservation areas in their area and to help Cadw in considering its priorities for grant aid. Cadw’s aim is not only to ensure survey information is available but, primarily, that local authorities should use the information as the basis for an action strategy which will over time see the repair and sustainable reuse of buildings formerly assessed as being at risk, and the enhancement of conservation areas.
The contract should provide:
— A programme for the inspection of all listed buildings and conservation areas in Wales on a local planning authority basis over a 5 year period and the uploading of the inspection results to a web facility,
— A web based facility which identifies listed buildings and unlisted buildings in conservation areas which are at risk, displayed in a user friendly format, with data sheets for individual buildings based on local authority, community and building type and the ability to produce reports on buildings according to a number of criteria,
— The criteria should include information about building types, particular building features that may be at risk, reason for the building being at risk, the extent of defect and occupancy. Information should be presented in such a way as to make it possible to identify trends and rate of change,
— Wherever possible, attention should be drawn to actions that might be taken by local authorities to target the issues posed by individual buildings at risk,
— Access to the full public web site data (except where specifically stated that there should be exclusions),
— The facility for users to submit information to be used to update records (subject to verification and updating policy),
— Map based interface to be made available on the web facility,
— Photographs of listed buildings and unlisted buildings in conservation areas to be included, but these should be excluded from full public access and available only to users approved by Cadw,
— The provision of an annual overview report to Cadw, giving summary information on listed buildings at risk across Wales, including the numbers assessed as being in a stable or improving position. Summary information on the condition of conservation areas should also be provided. This information has the potential to be used as a key indicator on a national and regional basis and for judging the effectiveness of local authority action.
