Description of the contract

To conduct a consultation with children and young people from around Wales who are or have been children in need and looked after, and their families and carers about what services or interventions worked for them, what outcomes were achieved, what they would like to see done differently in the future to improve lives of children in need.

The principal requirement is to ascertain the views, experiences and perception of children and their families in respect of services and interventions they received while they were an open case to social services.. The findings of the consultations will complement the questionnaire and fieldwork programme undertaken by CSSIW and inform the final report that will be written by CSSIW: a separate publishable report of the consultation with children and young people is not required as part of this contract specification.

The key requirements of the contractor are:

• To develop a methodology that effectively delivers the above Aim and Objectives

• To include a wide range of children and young people to be consulted in regard to age, background and locations, ensuring individuals consulted include those with Welsh as their first language, those from minority ethnic groups and those with a disability

• To use their existing networks, contacts and activities to identify the sample and identify best working practice in order to work with children and young people in individual and or group settings.

Specific questions/areas to be covered in the contract will be developed by the contractor and agreed with the client. Some of these questions would include:

• What services they were able to access.

• How helpful the services accessed were and whether these met their needs.

• The relationship between the young person and the social worker.

• Whether the young people were made safe while remaining at home

• Whether the young people agreed with the final outcome that was achieved.

The contractor will complete the above work, collate their findings, meet and discuss these with the Client and submit their report in electronic and hard copy formats to the Client. The date for completion of the work and submission of the final report would be ten weeks after the award of the contract by the Client. This would include the meeting between the Client and Contractor to discuss preliminary findings of the consultations prior to submission of the final report.

Payment by the Client to the Contractor would be made following submission of the Contractor’s final report to the Client and the Contractor submitting an invoice to the Client.
