II.1.5)Short description of the contract or purchase(s)

Warwickshire County Council is seeking tenders for the establishment of a framework contract for the provision of alternative education: to meet the educational and behavioural needs of secondary aged learners at risk of exclusion from school.
The providers will deliver a high quality curriculum to meet the educational and behavioural needs of learners:
— Permanently excluded from school,
— At risk of permanent exclusion from school,
— Not attending school for any reason other than permanent exclusion.
The Outcomes for the Service will be:
— Improved attendance,
— Improved behavioural and attitude to learning,
— Improved educational progress and attainment,
— Achievement of reintegration into mainstream school, enrolment onto further education, or access to employment or training,
— Working with other agencies to address any other issues of concern learner’s have,
— Providing support & guidance to parents and carers while the learner is in the placement.
The framework will be for full-time & part-time provision.
— The full-time provision will be limited to a smaller number of providers able to deliver a wide curriculum offer including English & Mathematics. (lot 1),
— The part-time provision is envisaged to include a wide variety of subject choice across the county from different sized providers (lot 2).

Lot No: 1 Lot title: Full time alternative secondary education provison

1)Short description

The provison of alternative secondary education to ensure statutory entitlement of 25 hours education per week and 380 half days (190 days) per year is met. The provider will ensure that the Programme covers a broad high quality curriculum to include English and Mathematics.

The provider will ensure that the programme covers a broad high quality curriculum to include Maths and English (GCSE or an alternative qualification as deemed appropriate by the Commissioner). The curriculum will be appropriate to the Learner’s needs and abilities and the expectations for the learner’s age group.
The learner shall either remain on the roll of the home school or transfer to the roll of another school within the Area Behaviour Partnership. In exceptional cases, the learner may transfer to the roll of the provider as agreed by the Commissioner and where the provider is registered with the Department for Education as an educational provider.
Where a provider delivers full time education to five or more pupils it must be registered with the Department for Education either as an independent school or further education establishment.
The provider will ensure access to independent and impartial and careers guidance.
The provider will ensure that each learner is fully supported through the transition to a positive destination. Support will cease at a time agreed by the Commissioner.
Where provision is likely to extend to the end of key stage 4, the provider shall ensure that the learner undertakes a programme that will lead to externally accredited qualification(s) that are approved by the secretary of state for learners in the same age group as the learner or otherwise agreed with the Commissioner. This will include Maths and English (GCSE or alternative qualification as deemed appropriate by the Commissioner).
For pupils studying at key stages 3 (aged 11-13) it is expected that the provider will endeavour to reintegrate the learner to full-time school provision within 30 school days or as soon as possible thereafter. The provider will work with the receiving school to ensure as smooth a transition as possible.

Part time provision will be expected to contribute to, complement and enhance the learners’ overall educational experience.
Schools may use one or more providers, simultaneously or consecutively, in order to meet the specific needs of each individual learner.
Where provision is likely to extend to the end of key stage 4, the provider shall ensure that the learner undertakes a programme that will lead to externally accredited qualification(s) that are approved by the Secretary of State for learners in the same age group as the learner or otherwise agreed with the Commissioner.

Warwickshire County Council is seeking tenders for alternative education. This is a voluntary notice as we believe the service is covered by Part B of the regulations. Coventry and Solihull Councils are also cited in this contract notice. There is no guarantee that these authorities may use this contract.
The expected maximum value of Warwickshire County Council is GBP 4 800 000,00. The renewal of this framework is subject to continued funding.
