Description of the contract

Task 1: The Successful Contractor will be required to assess up to three different Permitted Explosives for potential use in low fire risk stun grenades. Demonstrate safe, low fire risk initiation methods and measure the overpressure from minimal mass samples. Task 2: The Successful Contractor will be required to prepare Foamed Explosive formulations for testing. Measure the overpressure on detonation of up to five different ratios of explosive to foam. Task 3: The Successful Contractor will be required to propose design solutions to disseminate grenade sub-munitions weighing 5 grams in a uniform and wide distribution pattern. Task 4: The Successful Contractor will be required to design and build a demonstration device using Fireworks technology to disseminate up to 50 sub-munitions, weighing 5 grams each. To support Tasks 1, 2 & 3, the Contractor should be capable of performing the following activities: • Capability to measure overpressure in a fixed volume. • Capability to perform basic safety tests such as Mallet Friction Testing in accordance with Energetic Materials Testing & Assessment Policy Committee Manual of Tests, Volume 1, Issue 4, Nov 2007 (EMTAP TESTING) and Defence Standard 13-129, Part Two – Sensitiveness Characteristics, Mallet Friction Test (SCC Test No. 2). Developed energetic materials should not be rated, according to Mallet Friction Test, any higher than Sensitive. • Capability to design and construct test devices to assess material performance.
