The school are looking to appoint an experienced school building cleaning services contractor to manage the day to day cleaning of the whole school as well as a deep cleaning programme during holidays.
The contract will initially be for a 3 year period commencing the 1.9.2014. The School will retain the right to award extensions to this contact which will consist of 2, 12 month periods thus resulting in a maximum contract term of 5 years. Extensions will be awarded at the School discretion.
Services shall include but shall not be limited to daily cleaning requirements together with a programme of periodic cleaning. In addition, it is anticipated that the successful supplier will be required to supply janitorial supplies and consumables.
The service is currently provided by a contractor and if there is a change of supplier, TUPE regulations will apply to this contract. Interested contractors will be required to demonstrate their experience in managing the transfer of staff in line with TUPE regulations.
The procurement exercise will seek to leverage value for money, best practice and innovation by carrying out a full tendering process using the ‘Open Procedure’ as described in The Public Contracts Regulations (2006), thereby ensuring compliance with European law.

Suppliers are invited to tender for the provision of cover all cleaning requirements for the whole school site 52 weeks per year. All buildings on the site including the Sports Hall and the provision of janitorial supplies /cleaning consumables. The Contractor will provide all equipment to carry out the service. Suppliers can propose times when the services could be carried out and the chosen supplier can agree with the school what best fits the requirements of the school and causes least disruption. In addition the existing Contractor provides a Site Controller to the school and this role will continue if there is a change of supplier, the expectation is that TUPE regulations will apply to this.

Invoicing monthly in the week after month end for 1 twelfth of the annual contract price plus/less an adjustments. Invoices can be sent electronically and will be paid by BACs.

Description of particular conditions: All contractor staff wishing to work at the school must have an enhanced DBS disclosure before being allowed on site and the school be advised of these details so that they can be included on the Single Central record for the school.
Previous proven experience in the cleaning of buildings in educational sector and ability to provide references for that work.
Provide evidence of Employers Liability Cover & Public Liability Cover of GBP 5 Million each.
Compliance with Health & Safety and Equality Act 2010 legislation.
No proposal to subcontract the service is acceptable.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
