The suppliers would be expected to have a strong background in developing using the most up to date technologies and to have a good understanding of the local authority business environment, ideally having worked previously in this sector or a sector similar to the demands of a local authority.
LOTS: It is the intention for the framework to be split into potentially 5 x Lots over various ICT disciplines.
Technology requirements:
Infrastructure: MS Windows Server (2003-12), Active Directory and Group Policy; MS Windows Server remote desktop services (2003-12); MS Virtual desktop Infrastructure services; MS Windows operating system (XP on) and Sysprep image preparation; Microsoft AppV application virtualisation; Microsoft SCCM suite (2003 on).
Application Development: Java; .net; Web services; HTML; XML; SQL (preferably Microsoft); e-form tools (such as Achieveforms).
Application Support: SAP.
Other Skills: Desktop design methodologies; Structured testing approach; Thin and thick client device technologies; Entity modelling; Database design; Security protocols such as authentication and impact levels; Understanding of the application and database layers.
Other Frameworks / Methodologies: Agile methodology; ITIL Service management; Togaf EA framework; Accessibility guidelines.
Framework access: Whilst principally for use by the Council, subject to prior agreement with the Council, the Framework will also be open for collaboration and access by other public sector bodies (‘End Users’) such as Local Authority Councils: County, Unitary, District and Borough, including Parish and Community Councils. Estimated value of framework: The estimated potential value of business in respect of Dorset County Council is GBP 1,000,000 based on a 4 year period. This figure is given in guidance only and the Council cannot guarantee that this value of business will be generated during the period of the framework. To allow for interest from other public sector bodies and collaborative access, the estimated value for the entire duration of the framework shall range between GBP 1,000,000 and GBP 100,000,000.
