The Department of Finance (DoF) wishes to establish an Advertising Framework to deliver campaign advertising requirements for all bodies covered by NI Public Procurement Policy: https://www.finance-ni.gov.uk/articles/list-public-bodies-which-ni-public-procurement-policy-applies Candidates should however be aware that, as a Framework Agreement (as defined under regulation 33 of the Public Contracts Regulations 2015 (as amended)), the participating bodies to this Framework are not obliged to procure advertising campaign services exclusively from this framework agreement.

The new framework will run for an initial period of 2 years with the option to extend by 2 further periods of 1 year each.

III.1.3)Technical and professional ability
Company Experience: Candidates must demonstrate through the use of 3 examples of projects carried out within the last 3 years that their company has the necessary experience to deliver the services detailed below. Examples can be from the public or private sectors, or a combination of both. Note: Within the last 3 years is within 3 years of the return date for this competition. Examples of projects submitted must be full bursts of campaigns which have been evaluated. This must include: Name of the contract awarded and contract reference; Customer name and address; Date awarded; Brief description of the scope of the contract and services required; Details of the methodology for managing the delivery of the contracts including what systems and processes were/ are in place and how sub-contractors were managed (if applicable). Examples should include work which demonstrates the candidate’s ability to address the brief, are within budget, produce results and have been managed and evaluated effectively. At least 1 example should include digital advertising. At least 1 example should also include a high level critical path as an Annex. At least 1 example should include a detailed media plan, incorporating a range of media platforms. Examples should clearly outline experience in the following core competencies: Strategic Direction and Strategic Planning; Media Direction; Creative Direction; and Account Direction. Campaign Management. Examples of artwork should be provided as supporting documentation. This will be accepted in print or DVD formats. Examples of artwork should be delivered no later than the closing date and time to: c/o Louise Thompson, Supplies and Services Division, Central Procurement Directorate, Clare House, 303 Airport Road West, Belfast, BT3 9ED. Each example must not exceed eight (8) A4 pages, excluding any Annexes (Font size: Arial 12). This excludes any artwork which can be provided separately. Each of the 3 examples are worth 30 per cent. Capacity. Evaluators will access Candidates capacity in terms of the totality of resource the candidate proposes to utilise in relation to this contract. In addition to setting out the resources you will deploy, candidates must also upload an organisation structure chart. This should demonstrate the structure in relation to the services as described in Section 2 of this PQQ document. Response to this criterion must not exceed four (4) A4 pages (Font size: Arial 12). This section is worth 10 per cent.
All candidates achieving or exceeding the 70 % threshold will progress to the ITT stage of the process.

The Framework Agreement is being let by Central Procurement Directorate on behalf of any public sector organisations requiring services in Northern Ireland including: Government Departments; Agencies; Non-departmental Public Bodies; or other Contracting Authority (including subsidised bodies or other grant recipients). A list of potential organisations can be found in Annex A of the PQQ and at: https://www.finance-ni.gov.uk/articles/list-public-bodies-which-ni-public-procurement-policy-applies This framework Agreement will be used to progress the Government’s wider social, economic and environmental objectives. The range of this contract will be 10 000 000 GBP to 40 000 000 GBP.

VI.4.3)Review procedure
CPD will comply with the Public Contracts Regulations 2015 and, where appropriate, will incorporate a standstill period (i.e. a minimum of 10 calendar days) at the point information on the award of contract is communicated to tenderers. That notification will provide full information on the award decision. This provides time for the unsuccessful tenderers to challenge the award decision before the contract is entered into.
