Leicester City Council (LCC) wishes to appoint a local film maker to record local people’s responses to Leicester’s German Expressionist art collection.
LCC’s Arts and Museums section are undergoing a major redevelopment of their German Expressionist Collection funded by Arts Council England. As part of this project, we are commissioning a minimum of 12 films (minimum 3 minutes, maximum 30 minutes each) and a bank of performances or readings of German Expressionist artist’s quotations, either in audio or audio visual format.
The collection comprises 17 oils and 450 works on paper, along with significant archival holdings, with particular strengths in Die Brucke and Blaue Reuter. Those awarded the contract will have access to the collection and associated resources by arrangement, subject to the Service’s normal research policy guidance, including restrictions around data protection and copyright where applicable. They will also be able to call upon the expertise of the curatorial team, for advice and practical delivery of sessions with community groups and individuals.
The films should include a minimum of eight which record the personal responses of Leicester people to the German Expressionist art collection. These films should represent a mixture of Leicester’s diverse communities in terms of age, gender, religion, ethnicity or disability. There should also be a minimum of four films which explore the migration stories of people who have come to Leicester and their response to the art collection in terms of the forced migration narrative that it represents.
These films should be suitable for showing in full on our website, but also potentially on a number of formats in our new German Expressionist gallery at New Walk Museum. This could include projections, flat screens or iPads. For this reason, a two minute edit of each longer film should also be supplied. LCC will need the intellectual property rights to use these films as desired now and in the future.
The bank of performances or readings will include a minimum of 10 audio or audio visual recordings of local Leicester people using the original quotations, manifestos and other writings of German Expressionist Artists. These will all be under one minute in length and be used for adding depth to the presentation of the German Expressionist art permanent gallery at New Walk Museum.

The assessment criteria is split between Quality (70%) and (30%) Price. Methods statements on the RFQ will need to be completed and responses will be used as quality assessments.
