— To provide specialist commercial development and consultancy advice to the Council and to carry out the work on behalf of the Council to enable a successful regeneration of Hounslow Town Centre and its environs,
— To provide specialist commercial development and consultancy advice in relation to Hounslow Town Centre and its environs and in particular the key sites within the Town Centre master plan (see attached),
— To assist as required in the procurement of preferred partner/s,
— To negotiate with the Councils preferred developer/s to secure development agreements and ensure those agreements are suitable for the protection of the Councils interests and to liaise with such other persons as required by the Council,
— To provide a view on the value for money of the terms discussed with any preferred developer with regard to any development by undertaking financial and viability appraisals of the development/s,
— To advise the Council on the sensitivity of any development/s, to potential changes in development and costs values in determining the potential range of outcomes to the Council,
— To liaise with the Council’s legal department and/or legal advisors regarding compulsory purchase of properties as necessary to enable any development to proceed and to ensure information regarding land ownership, acquisition and estimates etc are provided as required,
— To ensure as far as possible, further regeneration of Hounslow Town Centre in this context the strategic property advice will also need to include how to develop and maintain meaningful and effective relationships with other major land owners within the Town Centre, and
— To provide as required valuation certificates of any of the Councils land holdings within the Town Centre to the Council, in respect of obtaining best consideration, before any agreements are entered into,
— Subject to the structure of the development arrangements to monitor the developments progress against the agreed financial viability appraisals. To attend all meetings as necessary to ensure the Council’s requirements are met including liaising with the Council Project Manger and other specialist consultants,
— To carry out such other work and provide such other advice and service as required by the Council in relation to Hounslow Town Centre.
The Project is more fully described in the Specification in Schedule 4 of the Invitation to Tender.
