Description of the goods or services required

Renfrewshire Council wish to appoint a competent and professional Structural and Civil Engineering Consultancy onto the project team for the St Fergus Primary School New Build Project.

The project is presently at RIBA Stage 1. The Consultant shall prepare all designs, specifications, schedules and calculations in accordance with the relevant standards and codes of practice for Structural Engineering and Civil Engineering Design of construction works.

The project is to deliver a new purpose built primary school. Associated external education, infrastructure and landscape works. The location of the works is envisaged as being on currently vacant land North West of the junction of Blackstoun Rd and Bankfoot Road, Paisley PA3.

The Consultant shall prepare all designs, specifications, schedules and calculations in accordance with the relevant standards and codes of practice for Structural Engineering and Civil Engineering Design of construction works

3 Conditions for Participation

3.1

Minimum standards and qualification required

There is no pre-qualification stage. All contractors will be able to submit a tender.

The evaluation of tenderers shall be based upon the most economically advantageous offer received. The evaluation of tenders received shall be in two stages:

Stage One: Bid Selection

Stage Two: Award

All tenderers must pass stage one (bid selection) in order to proceed to stage two (award).

Stage one of the evaluation shall be based upon the undernoted bid selection criteria (but not necessarily in the order stated):-

1) Eligibility to Contract – Tenderers will be required to confirm that none of the criteria in respect to Regulation 23 (Criteria for the rejection of economic operators) of the Public Contracts (Scotland) Regulations apply.

2) Financial Stability – Tenderers must evidence an annual turnover of at least GBP 160,000.

3) Compliance with Terms & Conditions – Tenderers must confirm compliance or qualifications proposed must be deemed acceptable by the Council.

4)Compliance with Scope of Services – Tenderers must confirm compliance to specification or qualifications proposed must be deemed acceptable by the Council.

5) Capacity to Contract – The tenderer must confirm that, to the best of their knowledge, there is no inhibition, restriction, or prohibition which in any way affects the capacity of the Contractor so to contract.

6)Adequate Insurance Provision -The following insurance provision assessed by the Council as being adequate:

Employer’s Liability – minimum indemnity limit of GBP 5M;

Third Party Motor insurance – minimum indemnity limit of GBP 5M for vehicles used to serve the contract;

Public Liability – minimum indemnity limit of GBP 1M;

Professional indemnity – minimum indemnity limit of GBP 3M;

7) Suitable Health & Safety and Other Policies – Tenderes must evidence robust H&S policies and processes in opration.

8) Compliance with relevant statutory obligations (eg Equal Oportunities etc)- Tenderers are required to complete the Equalities Questionnaire and Equalities Declaration form provided with the tender documentation. Tenderers will also be required to provide their up to date Equalities Policy.

9) Capacity to Contract

Tenderers must evidence the following:

Tenderers must evidence ability to service the requirements of the Contract by reference to work in hand and ability to ensure availability and continuity of suitably qualified and experienced resources to undertake the service required

Tenderers must confirm that a single point of contact will be put in place for the duration of the Contract and give contact details of the proposed person.

10) Experience & Track Record

Tenderers must provide a statement of relevant experience of their organisation in undertaking a similar service (Structural & civil engineering consultancy services) of a similar size and nature to other local authorities/public bodies or other organisations – Tenderers must evidence by way of at least 3 such contracts which have been undertaken in the last 3 years detailing project duration.

Tenderers must provide as part of their Tender Submission, two written reference letters (COMPANY LETTERHEAD OF THE REFEREES) signed by the respective referees for the TWO projects evidenced above, that confirm the ability of your organisation to successfully undertake the scope of services for this Contract

Tenderers must provide the CV’s of key personnel proposed to be involved in managing the Contract and evidence their relevant experience (in accordance with the scope of services) in executing these works in the last 3 years.

11) Suitable Escalation points – Tenderers must provide evidence contact details for the proposed Project Manager together with escalation points within the organisation

12) Suitable Quality Policies & Systems / Practices – Tenderers must provide evidence of robust Quality Policies and Systems/Practices in operation. Tenderers will also be required to provide their up to date Quality Policy.

13) Management Policies, Systems & Practices – Tenderers should provide details of any accredited Management System in place within their organisation.Tenderers should provide details of any accredited Environmental Management System in place within their organisation. Tenderers who do not operate an accredited Environmental Management System must attach a copy of their organisations Environmental Management Policy.

14) Restrictive Practices – Tenderers are required to confirm that their organisation is not using blacklists to exclude employees or potential employees on grounds of TU membership or TU acitvities;

Tenderers should also confirm that their organisation will not use blacklists to exclude employees or potential employees in the future on the grounds of TU membership or TU activities.

15) Supplementary Appendices – Tenderers must have submitted their signed Declaration and all of the relevant Pricing Documents. Tenderers must also have completed & signed all appendices where required. Tenderers are required to complete and return the Proposed Domestic Sub Consultant’s form provided with the tender documentation. Tenderers must also confirm that they will provide collateral warranties, where appropriate, in the form as provided with the tender documents.

16) Completeness of Submission

Tender Submissions must be sufficiently complete to enable a full and detailed evaluation of all components of the bid to be undertaken

Stage 1 of the process requires compliance/confirmation on all of the above and will be evaluated on a pass/fail basis.

All Bids passing stage 1 will then be evaluated on the basis of the award criteria contained with the tender documentation and this notice. Clarification may be sought from tenderers in order to determine whether their tender is complete, compliant and meet the minimum requirements of the Bid Selection criteria.

Following stage one of the evaluation, tenderers who meet the Bid Selection criteria shall be shortlisted to progress to stage two of the evaluation. The stage two evaluation will be based upon the undernoted Award criteria

Price – 60%

Quality – 40%

The quality evaluation will be broken down as follows;

Methodology and Approach – 20%

Method Statement – 20%

Any contract awarded as a result of the tender will be subject to Scots Law and the exclusive jurisdiction of the Scottish Courts.

The minimum timeframe during which the tenderer must maintain the tender is 150 days.
