Essex County Council has a statutory duty to provide an Appropriate Adult Service to juveniles and vulnerable adults in the absence of a parent, carer, social worker or guardian, whilst in custody. Essex County Council Emergency Duty Service (EDS) and the Youth Offending Service (YOS) have jointly commissioned this service. The current contract expires on the 31.3.2017.
The Appropriate Adult Service replaces the requirement of the Essex County Council (Youth Offending Service) or other Essex County Council Social Care Team or the Emergency Duty Service to attend at a Police station as an appropriate adult.
The procurement of an ECC wide Appropriate Adult service to provide support, as appropriate adults, to children and vulnerable adults in custody will also consider the following as part of the contract:
— Unaccompanied asylum seeking children and vulnerable adults support
— Age determination test (currently spot purchased by Social Care) for children and vulnerable adults
— Anti-terrorist detainment (Schedule 7) of children and vulnerable adults
