Leeds City Council (LCC) is looking to appoint a provider for a West Yorkshire Appropriate Adult Service (Children and Vulnerable Adults) covering the 5 Local Authority areas of West Yorkshire: Bradford; Calderdale; Kirklees; Leeds and Wakefield. LCC is working in collaboration with the 5 Local Authorities, West Yorkshire Police, and the West Yorkshire Police and Crime Commissioner. The service will deliver an effective Appropriate Adult Service to Children and Vulnerable Adults in West Yorkshire in line with the Police and Criminal Evidence Act 1984 (PACE) and other relevant legislation. We envisage that the service will primarily be delivered by volunteers.

Tenderers should note that if the Council wish to carry out new services at the end of this contract, which are a repetition of the services detailed in this notice, then those additional services may be awarded using the negotiated procedure without publication of a notice in accordance with regulation 32(9) of the Public Contracts Regulations 2015.
Section III: Legal, economic, financial and technical information
III.1.4)Objective rules and criteria for participation
Tenderers must complete the Standard Selection Questionnaire and obtain a minimum score of 60 % on the scored questions before their tender submission will be considered.
Tenderers, at tender stage, must achieve a score of 60 % on each of the individually scored questions and 60 % overall. Only those tenderers who meet all of these requirements will be considered to for the interview stage. A maximum of 5 (five) tenderers who score the highest will be invited to interview. The tenderer with the highest overall score including price will be awarded the contract, as long as they pass the SSQ criteria.
