Harrow Council is procuring various Adaptation/Refurbishment works. These works are for adaptation to Council owned houses (approximately 600 000 GBP per year) and works to implement Disabled Facilities Grants which the Council procures and manages on behalf of Private residents (approximately 2 000 000 GBP per year).
The Council owns 4 808 dwellings with a further 1 100 leasehold flats. There are a variety of traditional and non-traditional construction types within the borough.
The Council wishes to set up an approved contractors list to call upon for undertaking various adaptation works. The list will remain valid for a period of 4 years.
The list will consist of a maximum of 20 contractors.
The estimated total value of works over a 4 year period is 8 000 000 GBP – 10 000 000 GBP.

The Council owns 4 808 dwellings with a further 1 100 leasehold flats. There are a variety of traditional and non-traditional construction types within the borough.
The list will consist of a maximum of 20 contractors. Historically the average value of an order is 9 000 GBP and the number of orders issued have been in the region of 280 per year.
The proposed works cover a range of adaptations to domestic properties including ramps, creation of wet rooms, level access showers, over bath showers, over WC showers, installing hoists and stair lifts and the construction of a small number of extensions.

The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of economic operators will be based solely on the criteria set out for the procurement, and the contract will be awarded on the basis of the most economically advantageous tender.
The contracting authority reserves the right, which will be expressly included in the contract documents, to remove or include temporarily or permanently part or all of the contract works from or in the different Lots depending on the performance of the successful economic operators and the reasonable operational requirements of the contracting authority from time to time.
