Description
Leeds Children’s Services expects every learner to experience high quality learning in a safe and positive environment; be it in a school or with an off site learning provider. As a result of this, we have developed a quality assurance process to assess off site learning providers and the quality of their provision for 13-19 year olds and we now seek to generate an approved list of quality assured providers for 11-13 year olds from September 2011. Children Leeds deems off site provision to be that when learners access part of their learning entitlement at an off site (ie: out of school) provider during the academic day. It is expected that learners will follow a published programme of study and any subject on the national curriculum will be mapped against the national curriculum levels of attainment and that individual learner progress is measured and fed back to the learners and their home schools on a termly basis. Once an organisation has passed all the criteria they will be deemed to be ‘approved’. They will have an entry on the 11-19 Service website. It will be recommended that schools procuring these services use companies on the approved list but there is no requirement that the schools do so due to their financial independence. Being on the approved list is not a guarantee of any work. Companies on the ‘approved’ list will be expected to work with the authority to ensure that minimum standards are met and companies continually work to improve their service. It is anticipated that this approved list will remain open to new applicants for a period of at least 24 months. The purpose of the list is to allow Leeds City Council to analyse the needs of this particular age group to inform the commissioning process which will commence contracting in September 2013. This commissioning process itself will begin in September 2012.
