Description of the contract

The North Wales Commissioning Hub (NWCH) invites providers of residential care with education for Children and Young People to apply for regional approval.

The six North Wales Local Authorities: Conwy; Denbighshire; Flintshire; Gwynedd; Isle of Anglesey and Wrexham and the Betsi Cadwaladr University Health Board (BCUHB) are working together through the North Wales Commissioning Hub (NWCH) to bring about service improvements through collaboration.

One area of collaborative working is to develop a regional North Wales Approved Provider List of Residential Care Placements with Education for Children & Young People (up to 18 years of age).

The purpose of this exercise is to develop an Approved Provider List that will meet the needs of children, young people and their carers / families from across North Wales. The application process will be repeated periodically until this is achieved.

The North Wales APL for Residential Care Placements with Education will be valid for a period of 3 years (from 1st April 2013).

It is anticipated that providers will have facilities located within the six counties identified or within 50 miles of the North and Eastern edges of Flintshire and Wrexham or the Southern edges of Gwynedd, Denbighshire or Wrexham. Providers with facilities outside of this area will be considered, however, especially if they have a specialist provision.

If you have multiple homes / education facilities in a geographical area you may register them under one registration on the ‘Proactis’ portal, but you must put all of the facilities names and addresses in the “Additional Addresses” section of the portal. The registration should be done as the following example – “XYZ Care Ltd (Liverpool)”

New providers will be allowed to apply for access to the APL for Residential Care placements at any time during its lifetime. New applications will be evaluated on a quarterly basis.

To be considered for entry on to the APL you are required to submit a completed Pre Qualification Questionnaire response via the ‘Proactis’ e-Sourcing portal. You are required to register on the ‘Proactis’ portal and complete the information requested for the registration process. Once applicants have registered they will be sent a link to the PQQ. All applicants must access and submit the completed PQQ document via the ‘Proactis’ website.

Once your organisation has registered please email your expression of interest to the NWCH@denbighshire.gov.uk You will then be given access to the PQQ.

To be considered your organisation must be registered on the Children’s Commissioning Support Resource (CCSR) Database. If you are not already registered, then it is advisable to do so as soon as possible. The application process will be undertaken using the Proactis e-Sourcing portal. You are required to register on the ‘Proactis’ portal and complete the information requested for the registration process. Once applicants have registered they will be sent a link to the PQQ. All applicants must access and submit the completed PQQ document via the ‘Proactis’ website. Please note that if you have more than one registered facility you must register each facility separately. Once your organisation has registered please email your expression of interest to NWCH@denbighshire.gov.uk You will then be given access to the PQQ.

Instructions for Supplier Registration

Instructions to Express Interest and Access Documentation for an Approved List

1. Log in to the Proactis Plaza E-Sourcing Portal at https://www.proactisplaza.com/?cid=DCC

2. PLEASE NOTE – If you are already registered on the Proactis portal please Login using your existing details and start at Step 12 of these instructions if not go to STEP 3

3. Click the “Register Now” button at the bottom of the window

4. Enter your correct Organisation Name, Details and Primary Contact Details. The system will auto generate the Organisation ID and User Name for you. Please note that if you have a Generic email address for your organisation e.g. tenders@xxx.co.uk then please use this as the primary contact email address as this will allow you to still receive messages compared to where you have a specific person identified in this role and they move on at a point in the future.

5. Please make a note of the Organisation ID and User Name, then click “Register”

6. You will then receive an email from the system asking you to “Click here to activate your account”. This takes you to Enter Organisation Details.

7. Please enter the information requested, click “Next” and follow the instructions ensuring that you enter all applicable details.

8. In the Enter Product Classification screen please ensure that you select the Product Classification Codes (CPV Codes) that appear in the tender notice as this will give you access to the tender process.

9. In the Select Buyer Organisation please select Denbighshire County Council (although you may register with other buying organisations at the same time if you wish)

10. Accept the Terms and Conditions and then click “Next”. This takes you in to the Welcome window.

11. In the “Welcome” window please enter your Organisation name, Organisation ID and User Name (User ID). You now need to create your unique password. Please ensure that you make a note of this along with the other information already recorded.

12. Now click “Done” and you will enter the Supplier Home page.

13. On the left of the screen click “Opportunities” here you may find Tender opportunities that may be relevant to your organisation.

14. If you are responding to a request for a Trading Relationship (Approved List) this is done by invitation only so you need to notify the person identified in the Contract Notice that you are interested in the requirement.

15. After notifying the person responsible of your interest you will then be sent a message through the portal inviting you to access the relevant questionnaire. This can be accessed either through a link in the message received or by going to the Proactis Supplier Portal Home page and following the next instructions.

16. Please click on the “Customers” link on the Home Page then go to “Review Requests from Customers”. Here you will find the “Trading Relationship(s)” that you have been invited to participate in.

17. You can now either “Create a Response” to, or “Decline” this opportunity.
