Cambridge City Council is seeking to award a framework agreement for the provision of arboricultural services within the City boundaries. The Council manages around 25,000 trees including those on the highway, communal housing land, open spaces and nature reserves. The framework will encompass a wide range of tree maintenance services for existing trees as well as tree planting and establishment services for new trees. Work tasks under the framework will be raised on an ongoing basis and be very varied in scope and scale ranging from one off specialist tree operations to routine maintenance of batches of a thousand or more trees.
The requirement is split into three lots. Each lot will be subject to specific service response times and a minimum number of suppliers on each lot (subject to satisfactory market response).The Lot details are as follows:-
Lot 1 Tree maintenance services – Emergency and High Priority Services. Two or more suppliers.
a) Emergency (Out of normal working hours) service. Service response time on site within 90 minutes.
b) Emergency (In normal working hours) service. Service response time on site within 90 minutes.
c) High priority and Priority service. Works to be completed within 24 hours.
Lot 2 Tree maintenance services – Planned maintenance service. Works to be completed to agreed schedules. Four or more suppliers
Lot 3 Tree planting and establishment services. Works to be completed to agreed schedules. Three or more suppliers
The Framework Agreement will run from 1st May 2015 until 30th April 2017.
The Council pays its own staff at least the Living Wage and has adopted a policy which means that any contract(s) let as a result of this competition will contain a contract condition which will require the appointed contractor(s) to pay at least the Living Wage to all staff (whether directly employed or sub-contracted) that work on the Council’s premises/ land delivering services for more than 2 hours a day in any given day in a week for eight or more consecutive weeks in a year and the contractor must ensure that a provision is included in any sub-contract to satisfy this requirement.
Under the Public Services (Social Value) Act 2012, the Council is required to consider how the services that it is procuring might improve the economic, social and environmental well-being of Cambridge and how the procurement process itself might contribute to delivering these improvements.
This procurement is a two stage Restricted tender subject to the Public Contract Regulations 2006 and an OJEU Notice has been published separately. Under the first stage any applicant must complete and return a Pre Qualification Questionnaire (PQQ). The PQQ documentation is available for download from the Cambridge City Council website at the following link https://www.cambridge.gov.uk/invitation-to-tender-arboricultural-services-in-cambridge.
Applicants attention is drawn to the requirement at Section 8 of the PQQ for references to be submitted by at least 2 clients directly to the Council. A blank reference proforma is included within the PQQ and must be used for this purpose. Applicants may wish to set that work in hand early as the references should be back to the Council by the closing date of the PQQ.
The closing date/time for completed PQQ returns is 26th November 2014 (17.00 hours). Any PQQs received after this date and time will not be considered. Full details of the PQQ return process are included in the PQQ form.
In order to ensure the Council can inform all potential applicants of answers to questions posed by other applicants (before the closing date), please advise the contact officer if you intend to or may submit an application.
