Description of the goods or services required

The Highland Council wishes to appoint a suitably competent architect-led design team to undertake repairs and refurbishment work on Thurso Library.

The architect-led design team must be comprised of a suitably qualified team leader, project architect, quantity surveyor and structural engineer with any associated professional support resource as required.

Each individual member allocated to the project must be able to demonstrate relevant accreditation, competence and experience in conservation and, specifically, the project architect must hold suitable conservation accreditation from, for example, the RIAS or equivalent.

Total quantity or scope of tender

Stage 1 – RIBA Plan of Work C-F; which will involve fully investigating and surveying the external fabric and comprehensively defining the programme of conservation and repair which is required;

Satge 2 – RIBA Plan of Work G-H/J;will involve obtaining tenders for the repair works (phased as required) and;

Stage 3 – RIBA Plan of Work H/J-L;administering a building contract through to practical completion.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Only those consultant organisations who have suitable accreditation to organisations such as RICS / RIAS / RIBA for work in inspection and conservation of historic buildings and who have suitable memberships to institutions such as the Institute of Historic Building Conservation, the Association for Studies in the Conservation of Historic Buildings and the Society for the Protection of Ancient Buildings or equivalents will be considered.

The individuals involved will be required to evidence qualifications, competency and suitable formal training in the field of historical building conservation and will be required to demonstrate significant and extensive experience in the inspection of historical buildings and the specification and management of the resulting repairs.

As part of the Fee Offer process Consultants will be required to complete a Supplier Appraisal Questionnaire (SAQ) to determine which organisations are deemed compliant, in the opinion of the Evaluation Panel, in terms of professional and technical knowledge, competency, capability and experience to progress to the Fee Offer Evaluation stage.

If an SAQ has been completed and submitted to the Authority in the last six months and you are content with the information you supplied and its scoring, you may if you wish complete only those aspects of this SAQ in which changes have occurred, or which are specific to this contract, and advise us as to whom you submitted your last SAQ and for which contract.

5 Other Information

Additional Information

The proposed timeline indicates appointment of the consultant in July 2013 for Stage 1; Stage 2 commences in January 2014; Stage 3 commences in March 2014 for completion in December 2014.

The Council will analyse the responses to the SAQ in accordance with Regulations 23, 24, 25 and 26 of the Public Contracts (Scotland) Regulations 2006, to identify those applicants that have the economic and financial standing and technical or professional ability to deliver the Project.

Rejection shall be automatic unless the potential bidder is able to demonstrate business, technical, and financial capacity and propriety in respect of all of these requirements in relation to the provision of services forming the subject of the potential bidder’s expression of interest.

Award criteria of the consultancy will ultimately be by further evaluation of Fee Offers from the short-listed consultants carried out on a price/quality basis.

Details of all the evaluation criteria and weighting are included in the fee offer documentation.

Closing date for receipt of completed fee offers is 12 noon on Tuesday 9 July 2013.
